Mr. Ngo Son Hai - Deputy General Director of EVN said: “On the cascade system of Song Da hydropower, EVN is managing and operating 5 plants, managed by 3 Hydropower companies: Son La Hydropower Company (Son La and Lai Chau Hydropower Plants), Huoi Quang - Ban Chat Hydropower Company (Huoi Quang and Ban Chat Hydropower Plants) and Hoa Binh Hydropower Company. The plants on the Song Da hydropower cascade that are managed and operated by EVN are all works with a dam height of over 100m in many different types of dam structures, among the largest dams in the world.
The 5 above-mentioned plants are all installed with monitoring equipment to serve the assessment of safety and stability of the work. However, the collection of monitoring data is mostly not synchronized; The force for monitoring and assessing the safety of the works of the affiliated power plants is not uniform. In addition, the experience in the management of construction safety, information systems, monitoring technology, and data processing methods of the units are not synchronized, and so on.
The fact that the corporation has taken the lead in piloting the construction of a safety control center for the works on the Song Da hydropower cascade, which demonstrates the group's responsibility to the safety of the downstream area. After the pilot phase, the group will evaluate, summarize, and make it a premise for research and construction of a safety control center for EVN-level hydropower projects, opening up a new field of methodical and systematical operation throughout EVN.
The Center has now been put into operation, with the most important goal of centrally managing safety control information for works on the basis of signal connection of construction work monitoring devices; professional collection, analysis, evaluation and processing of data, ensuring objectivity and honesty.
The center came into operation with the orientation of centralized management of data sources, professional assessment analysis and data processing. This helps EVN and the Central Steering Committee for Natural Disaster Prevention and Control make decisions on reservoir operation during the flood season flexibly, in line with real-time forecasts; bringing higher aggregate benefits to the hydropower cascade system on the Da River, significantly contributing to the national power system. The results of the safe operation and concentrated management of the dams and reservoirs will be the basis for the authorities to allow the adjustment of the reservoir and inter-reservoir operating procedures in real-time.

The goals of the Center for Control of Construction Safety on the Song Da Hydropower Cascade:
- Centralized management of safety control information for works on the basis of signal connection of construction monitoring devices to the Center.
- Collecting, analyzing, evaluating and processing data professionally, ensuring objectivity and honesty.
- Actively checking the actual status of the work and taking simple actions when detecting abnormal damage or the appearance of adverse factors that cause unsafety to the work.
- Organizing periodic or irregular reports on the status of the works and then sending it to EVN and competent authorities.
- Preparing documents for annual repair of major works, damage caused by storms and floods, supervising construction works, etc., to ensure that the operating mode of the works is maintained as per the design.
- Organizing training courses for internal and external units under EVN in the field of safe operation and management of dams and reservoirs.
- Performing other services related to construction safety of units not under EVN with sufficient capacity and suitable to EVN's business lines.
