Close coordination between power sector and People’s Public Security Forces contributes to green transition

EVN Vice President Pham Hong Phuong attended and delivered a presentation at the workshop “Green Transition in the People’s Public Security Forces,” organized by the Ministry of Public Security on the morning of November 13 in Hanoi.

The workshop was held in a hybrid format, combining in-person participation with online connections to the central command information halls of provincial and municipal police departments. Lieutenant General Dang Hong Duc, Deputy Minister of Public Security, chaired the workshop.

Speaking at the workshop, Lieutenant General Dang Hong Duc – Deputy Minister of Public Security emphasized that the topic “Green Transition in the People’s Public Security Forces” is a new and timely issue, carrying significant meaning in the context of global efforts toward sustainable development and emission reduction.

At the workshop, Mr. Pham Hong Phuong – EVN Vice President – presented a paper titled “Orientation for green transition in Vietnam’s power sector and recommendations for promoting green transition within the People’s Public Security Forces.”

According to Mr. Pham Hong Phuong, EVN is focusing on six key groups of solutions. First, EVN is accelerating the implementation of projects under the revised Power Development Plan VIII, promoting pumped-storage hydropower, offshore wind power, and floating solar power, combined with battery energy storage systems (BESS) to stabilize the grid. At the same time, EVN is upgrading and transitioning existing thermal power plants to cleaner fuels, and advancing projects on nuclear power, green hydrogen, and green ammonia to build a balanced, flexible, and sustainable power generation mix.

Second, EVN aims to develop a modern and smart power grid by expediting investment in 500kV and 220kV transmission projects to ensure synchronization between generation and transmission. EVN is building a smart grid with real-time control and smart metering to reduce power losses and improve supply reliability. In parallel, EVN is strengthening regional interconnection and importing clean electricity from neighboring countries.

Third, EVN is applying advanced technologies and greenhouse gas management by promoting AI, Big Data, and IoT in forecasting, dispatching, and system operation; conducting greenhouse gas inventories; piloting carbon capture, utilization, and storage (CCUS); and preparing to participate in domestic and international carbon credit markets.

Fourth, EVN is strengthening communication on energy-saving initiatives by enhancing monitoring, applying digital transformation in load management, and coordinating with the Ministry of Industry and Trade, local authorities, and the media to promote public awareness. Programs such as “Electricity-Saving Families,” “Green Schools,” “Energy-Saving Offices,” and “Earth Hour” have spread widely, cultivating a culture of efficient and economical energy use nationwide.

Fifth, EVN is working with ministries and sectors to improve the legal framework for new technologies (offshore wind, hydrogen, etc.), mobilize international funding and climate finance, and develop green financial mechanisms to accelerate energy transition.

Sixth, EVN is promoting human resource development and a culture of transformation by building a high-quality expert workforce capable of mastering modern technologies in automation, new energy, smart grids, and project management. EVN is making effective use of its nuclear power human resources trained abroad, while digitizing training programs and updating knowledge and skills in digital transformation, cybersecurity, and clean energy. This aims to foster a green – innovative – responsible corporate culture that meets the demands of sustainable development.

Vice President Pham Hong Phuong affirmed that EVN has been and continues to pursue a green energy transition, ensuring a stable and safe power supply while adopting new technologies, reducing emissions, and developing clean energy. These efforts contribute to the effective implementation of the Politburo’s Resolution 70-NQ/TW and Vietnam’s commitment to achieving net-zero emissions by 2050. The close cooperation between the power sector and the People’s Public Security Forces in safeguarding energy security, digital infrastructure safety, fire prevention and firefighting, and environmental protection is a key factor ensuring that the green transition proceeds safely, effectively, and sustainably.
