Proactive preparations for fuel and water supplies
According to forecasts by the National Center for Hydro-Meteorological Forecasting, El Niño is likely to remain very strong in the final months of 2026 and early 2027, with average temperatures in many parts of the country expected to be higher than the long-term average. These conditions call for more proactive preparations to secure power generation resources, particularly fuel supplies for thermal power plants and water storage in hydropower reservoirs for the 2027 dry season.
For EVNGENCO1's thermal power plants, the combined electricity output of six plants is projected to reach approximately 32.68 billion kWh in 2027, requiring around 14.75 million tonnes of coal. EVNGENCO1 and its subsidiaries have begun negotiations and the signing of coal supply contracts for 2027. Regarding domestic coal, the Corporation is working with Vietnam National Coal and Mineral Industries Holding Corporation Limited (Vinacomin) and Dong Bac Corporation, aiming to finalize the contracts by the end of October 2026.
For hydropower plants, reservoir water storage conditions are generally favorable. The relevant units will continue monitoring hydro-meteorological developments and developing operational and water storage plans to both meet electricity generation targets and satisfy water demand during the 2027 dry season.
In addition, EVNGENCO1 has reviewed its power plant repair and maintenance schedules. Maintenance schedules for thermal power generating units have been registered with the National Power System and Market Operator Company Limited (NSMO), with maintenance planned primarily during the rainy season to maintain maximum generation availability during the dry-season months.
Regarding environmental protection, EVNGENCO1 is implementing projects to renovate and upgrade flue gas treatment systems at several thermal power plants under its management. Construction activities are expected to peak in 2027 at Quang Ninh and Uong Bi Thermal Power Plants and Unit S1 of Duyen Hai 1 Thermal Power Plant. Projects at Duyen Hai 3, Nghi Son 1, and Unit S2 of Duyen Hai 1 will be implemented according to schedules in subsequent years.
Alongside these upgrading projects, the power plants continue to operate their flue gas and wastewater treatment systems and maintain continuous automatic environmental monitoring. During the first nine months of 2026, EVNGENCO1's thermal power plants generated approximately 2.3 million tonnes of ash and slag, while around 2.6 million tonnes were utilized, exceeding the amount generated during the same period.
Focusing on solutions to improve power generation efficiency
Based on EVNGENCO1's report and discussions with relevant technical departments, EVN leaders instructed the Corporation to take proactive and decisive measures to ensure all necessary conditions are in place for reliable power supply during the 2027 dry season.
Regarding fuel supplies, EVN requested EVNGENCO1 to maintain close coordination with suppliers and accelerate coal deliveries and stockpiling throughout October and November 2026, and avoid delaying fuel preparations until shortly before the dry season.
With regard to environmental protection, EVN leaders instructed EVNGENCO1 to accelerate projects to upgrade flue gas treatment systems, particularly at Uong Bi, Quang Ninh, and Duyen Hai 1 Thermal Power Plants. The Corporation was also directed to strengthen the monitoring and control of emission parameters and maintain the stable operation of environmental treatment and monitoring systems. At the same time, relevant units must comprehensively review their environmental management documentation and procedures, proactively address outstanding shortcomings, and strictly comply with applicable regulations.
