38th ASEAN Ministers on Energy Meeting

The 38th ASEAN Ministers on Energy Meeting (AMEM 38) and related conferences took place on 19 November 2020 in Hanoi. Deputy Minister of Industry and Trade Dang Hoang An chaired the Meeting. Deputy General Director of EVN Ngo Son Hai representing Vietnam Electricity (EVN) attended the conference.

This is the first time the annual AMEM is organized online, with the participation of Ministers/Heads of energy delegations from 10 member countries, ASEAN Secretariat (ASEC), ASEAN Energy Center (ACE), international energy organizations, high-level delegations of partner countries in AMEM's dialogue frameworks.

In the framework of the 38th AMEM and related conferences, the Ministers/Heads of delegations of the participating countries reviewed the report on implementation results of the ASEAN Plan of Action for Energy Cooperation 2016-2025 (APAEC) phase 1: 2016-2020; Adopted drafts for APAEC phase 2: 2021-2025; Approval of the publication "The 6th ASEAN Energy Outlook"; Summary of activities of ASEAN energy networks in each sector including: Coal & Clean Coal Technology, Energy Saving and Efficiency, Renewable Energy, Regional Energy Planning and Policy, Civil Atomic Energy; Considering adopting the plan to implement specific cooperation activities with ASEAN Dialogue Partners such as: ASEAN + 3, East Asian countries, IEA, IRENA, ERIA, ACE, and so on.

The Ministers noted outstanding results in ASEAN energy cooperation, specifically: ASEAN regional energy intensity drops by 21.4% against 2005, exceeding the original target of reduction by 20% in 2020; adding grid connection projects to increase power exchange capacity to 10,800MW by 2020 and to more than 16,000MW after 2020; The pilot project of multilateral connection and exchange of electric power  among Laos - Thailand - Malaysia - Singapore phase 1 has been successfully implemented; The proportion of renewable energy in the energy structure of the ASEAN region is increasing, aiming to achieve the target of the growth rate of renewable energy of 23% in 2025, and so on.

With the theme of energy cooperation in 2020 as "Shifting energy towards sustainable development in the ASEAN region", in the context of an outbreak of COVID-19 pandemic, the Ministers/Delegation leaders agreed to push up efforts and initiatives in response to COVID-19; strengthen cooperation to realize energy targets by 2020.

In the spirit of a "Cohesive and Responsive” ASEAN community, with the support of foreign partners and international organizations, the Ministers/Delegation leaders believe that commitments to energy development of ASEAN energy and energy transition will certainly be effectively implemented towards the goal of building a sustainable and eco-friendly ASEAN energy sector.
