Access to electricity in HCMC at no cost

Customers who register to buy electricity through the medium voltage grid with the load demand from 160 kV and above have to follow a single procedure at no cost, etc. This radical improvement of Ho Chi Minh City Power Corporation (EVNHCMC) aims to improve the Getting Electricity indicator.

Faster, more efficient

Mr. Pham Quoc Bao - Deputy General Director of EVNHCMC said that in 2017 in addition to proceeding with electricity supply via the "one door" mechanism, the Corporation delegates authority to power companies to determine investments in electricity supply for a special puspose, so that they can respond to to customers’ electricity demand more rapidly.

Especially, as for customers using electricity with load demands higher than 160 kVA (excluding real estate), EVNHCMC agrees to invest in special - puspose substations. Customers need to observe a single procedure for power supply registration. The Corporation will bear the full cost of substation investment and carry out necessary formalities with the relevant authorities. The whole duration shall not exceed 13 working days from the time of receipt of customer’s request until the project acceptance, energizing and completion. Meanwhile, according to a World Bank’s survey conducted in 2016, the average duration nationwide is 46 days.

In case customers invest in their substations by themselves, they only need to carry out two procedures: electricity supply registration with the power company, agreement on the power line route for construction licensing with the Department of Transport. The duration for processing procedures shall not exceed 8 working days, of which at most 3 days for the power sector’s processing and 5 days for other state authorities.

During the construction process of substation, instead of following the planned outage schedule, EVNHCMC chooses to apply live - line working methods on energized power lines so that the electricity delivery duration can be shortened.

At the meeting with the working group of the Government at the end of June 2017, the Chairman of EVN’s Board of Members Duong Quang Thanh said that EVNHCMC’s policy of undertaking investments in substations for customers has helped customers effectively save their investment cost. And such not many countries in the world provide such a gratis electricity getting service.

In the first six months of 2017, the Corporation had supplied electricity to 452 special – purpose substations, with an average procedure handling duration of 4.8 days (0.2 day lower than the timeframe as per EVN's regulations). The Corporation invested in substations dedicated for 232 customers with an average procedure handling duration of 7.21 days.

Reforming administrative procedures

Not only shortening the duration and simplifying procedures in the power sector, EVNHCMC has proactively coordinated with relevant agencies and departments of the city in proposing solutions to reform administrative procedures in electricity getting service.

The Corporation has collaborated with the Department of Industry and Trade and the Department of Transport to sign an interdepartmental agreement on shortening the dossier handling duration for construction of special – purpose substation projects. Accordingly, the Department of Industry and Commerce proposes removing procedures relating to executing agreements in accordance with the master plan, adding to the master plan projects of more than 2000 kVA capacity which have not included in the approved master plan within maximum 5 days, or 5 days shorter than before.

At the same time, the Corporation has suggested that the Department of Transport should abolish project construction approval procedures and construction permits for medium medium voltage projects on the ground requiring installation of less than two pillars. Particularly for underground and on the ground medium voltage projects requiring installation of two or more pillars, the construction approval and construction permit procedures shall be granted simultaneously with the handling time of not exceeding 5 working days, 15 days shorter than before.

With the exhaustive execution of solutions, EVNHCMC has reduced investment cost for customers and effectively improved the Getting Electricity indicator. However, Mr. Pham Quoc Bao stated that according to the Environmental Protection Law, when constructing a special -purpose power project, an environmental protection plan must be submitted and certified by the district People's Committee within 10 days before any further steps can be taken. With hundreds of projects to be invested every year, this regulation considerably affects the construction duration and increases the number of procedures at the power company.

Currently, EVN has submitted a report to the Prime Minister, recommending that the Ministry of Natural Resources and Environment should consider not applying this procedure to special – purpose power projects, because of the fact that small-scale projects do not cause raise pollution problems.

"The service style of the power sector currently is very professional. In February 2017, in order to expand our business, we needed to install an additional 250kVA substation. It did not take as much time as before, all I had to do was to fill out an application form for electricity delivery, the power company took care from A to Z. The registration process is free and less than a week from the date of submission, The facility has been supplied with electricity to meet the demand of production and business. "
