In order to implement the Prime Minister's Decision No. 1944/QD-TTg dated May 29th 2018, in Da Nang City, the Ministry of Public Security in cooperation with the Ministry of Industry and Trade, People's Committee of Da Nang City and Vietnam Electricity organized a ceremony of announcing the Prime Minister’s Decision on putting the 500kV transmission system into the list of important works related to the national security.
The ceremony was participated by Lieutenant General Bui Van Nam, Member of the Central Committee of the Communist Party of Vietnam, Deputy Minister of Public Security; Mr. Dang Hoang An, Deputy Minister of Industry and Trade and 250 representatives from the Ministry of Public Security, Ministry of Industry and Trade, Ministry of Defense, Ministry of Finance; Leaders of the People's Committees of 42 provinces and cities where the 500kV power transmission system passes; the leaders of the General Department of Security; leaders of the Department of General Economic Security; Leaders of relevant Departments and General Departments under the Ministry of Public Security; the public security leaders of 42 provinces, cities and leaders of the economic security department and security officers, police of 42 provinces and cities where the 500kV power transmission system passes; leaders of Electricity of Vietnam; leaders of the National Power Transmission Corporation; leaders of units in the electricity industry; central and local press agencies.
At the ceremony, leaders of the Ministry of Public Security, Ministry of Industry and Trade and other relevant Ministries, Industries and leaders of the provinces, cities where the 500kV power transmission system passes have totally agreed on the special importance of the power transmission system in general and the 500kV transmission system in particular in the national energy security development strategy. In 1994, after the North-South 500kV transmission system had been put into operation, the Government paid much attention to the safe protection of system by issuing Directive No. 110/TTg dated April 23th 1994 on the safe protection of the North-South 500kV power transmission system in order to direct relevant Ministries, Industries and local authorities to participate in protecting the 500kV power transmission system.
In order to implement the Directive of the Prime Minister, on September 26th, 1995, Vietnam Electricity Corporation (presently the Vietnam Electricity Group - EVN) together with the General Department I - the Ministry of the Home Affairs (presently the Ministry of Public Security) signed Protection Coordination Regulation No. 3176/EVN/TCI, by 2015, the two sides organized the review, amendment, supplement and replacement of it with Regulation No. 2502/QCPH-TCAN-EVN dated 26/6/2015. During the regulation implementation, the two sides have cooperated closely in the propaganda, mobilization, protection and handling of difficulties and problems from the stages of construction investment, site clearance and the management and operation; Many violation cases related to the power transmission grid safe corridor have been investigated, prosecuted and brought to court in accordance with the law regulations.
Given the particular importance, the 500kV transmission system is the backbone of the national electricity grid, ensuring the power supply for the economic development of the country, in fact the political and security issues in the region and the world are still complicated, terrorist attacks continue to increase, "peaceful evolution" activities are still a potential danger, on 04/12/2017, the Prime Minister signed Decision No. 1944/QD-TTg approving the introduction of 500kV transmission system into the list of important works related to the national security.
The introduction is a great historic landmark for the National Power Transmission Corporation in particular and for the Electricity of Vietnam in general, along with the works of Hoa Binh Hydropower Plant; Son La Hydropower Plant. In 2018, the 500kV transmission system reaches a total length of 7,503km and 28 500kV transformer stations with the total capacity of 5,454.4MVA stretching over 42 provinces and cities nationwide. With specific characteristics (not concentrated, spread across the country, the narrow safe corridor at maximum of 7 meters) so the protection will be very difficult, complex.
Functioning as a standing body responsible to the Government for the unified state management in the protection of important works related to the national security, to ensure the implementation of the Prime Minister's decision with synchronization and highest achievement, leaders of the Ministry of Industry and the People's Committees of provinces and cities directly under the Central Government shall strengthen the state management in each locality. The public security directors of provinces and cities shall coordinate closely with the National Power transmission Corporation and the Electricity of Vietnam, consult with the Steering Committees for the protection of power transmission systems of localities, assign missions to each unit, implement the Prime Minister's decision on protection of important works related to the national security.
Decision No. 1944/QD-TTg is an accurate assessment of the special importance of the 500kV transmission system in particular and power transmission system in general in the national energy security development strategy. At the same time, it is a message to all the people nationwide to raise their awareness of responsibility in protecting power transmission networks, ensuring safe, continuous and stable transmission of electric power for activities of economy, politics, society, national security, defense and the Vietnam electricity market.
Until March 31, 2018, the national power transmission system managed and operated by EVNNPT has the total lines of 24,365km (including 7,503km of 500kV lines and 16,862km of 220kV lines); 140 transformer stations (including 28 transformer stations of 500kV and 112 transformer stations of 220kV) with a total transformer capacity of 77,613MVA. The national power transmission system has reached almost all provinces and cities in the country and step by step connected with the transmission networks of countries in the region with increasingly modern technology such as multi-circuit, multi-voltage lines, 220kV high voltage underground cable, 220kV automatic transformer station, computer integrated control system, trouble locating devices, online oil supervisor, SCADA system, etc.
