Ceremony to transfer National Load Dispatch Center to MOIT

The ceremony of transferring the National Load Dispatch Center from Vietnam Electricity (EVN), the Commission for Management of State Capital at Enterprises (CMSC) to the Ministry of Industry and Trade was held on the afternoon of August 12 in Hanoi in a hybrid format by the Ministry of Industry and Trade in coordination with CMSC and EVN.

Attending the ceremony, on the side of the Ministry of Industry and Trade were comrade Nguyen Hong Dien - Member of the Party Central Committee, Minister of Industry and Trade, and leaders of agencies and departments under the Ministry.

On the side of the Commission for Management of State Capital at Enterprises were comrade Nguyen Hoang Anh - Member of the Party Central Committee, Chairman of the Commission; Vice Chairmen of the Commission: Ho Sy Hung, Nguyen Canh Toan; leaders of departments and units under the Commission.

On the side of EVN, there were comrade Dang Hoang An - Secretary of the Party Committee, Chairman of the Board of Directors of EVN; Comrade Nguyen Anh Tuan - Deputy Secretary of the Party Committee, President and CEO of EVN; Comrade Nguyen Huu Tuan - Standing Deputy Secretary of the Party Committee of EVN; members of the Board of Directors, Vice Presidents, Chairman of the Vietnam Electricity Trade Union; and leaders of EVN's member units, etc.

On the side of the National Power System and Electricity Market Operation Company Limited (NSMO), there was Chairman of the Board of Directors Nguyen Duc Cuong, Acting General Director Nguyen Duc Ninh; and leaders of units under NSMO.

Implementing the Prime Minister's instructions, the process of developing the A0 separation project has been carried out in 2 phases. From 2018 to June 2023: developing and submitting for approval the project to transform A0 into a single-member limited liability company, financially independent from EVN. From June 2023 to the present, developing and submitting for approval the project to separate A0 from EVN into a single-member limited liability company under CMSC, and then transfer to MOIT.

Under the direction of the Government, the Prime Minister, thanks to the close, drastic, and urgent coordination between EVN and relevant ministries and agencies, on August 1, 2024, the Prime Minister issued Decision No. 752/QD-TTg on separating the National Load Dispatch Center from EVN and the policy of establishing the National Power System and Electricity Market Operation Company (NSMO) under CMSC; Decision No. 753/QD-TTg approving the policy of transferring the right to represent the state capital ownership at NSMO from the CMSC to MOIT.

Currently, CMSC has issued decisions to establish NSMO; promulgate the NSMO Charter; appoint the Chairman of the Board of Directors, and assign the authority of the NSMO General Director. A0 has completed the business registration procedures for NSMO. EVN has instructed A0 to carry out the financial handover work to separate A0 from EVN; complete the draft Minutes of handing over capital, assets, rights, and obligations of EVN that have been assigned to A0 for management and performance to NSMO, reporting to CMSC...

During the implementation process, EVN has collaborated with MOIT to review and amend legal regulations related to the separation of A0 from EVN and transfer to MOIT.

In addition, EVN and NSMO have basically completed the draft contract for the provision of power system operation and electricity market transaction management services (SMO) between EVN and NSMO; developing a coordination protocol between EVN and NSMO in the process of building annual plans and operating the power system and electricity market, reporting to MOIT for approval to ensure electricity supply with the most effective plan.

The handover of A0 from EVN, CMSC to MOIT is expected to help optimize the management and operation of the power system while creating more favorable conditions for the implementation of national energy policies.

After completing the handover process, MOIT will directly and comprehensively direct and supervise the NSMO in performing new tasks.
