I. Construction, investment, production and business operation situation in February 2017:
1. Production – business and electricity supply situation:
During February 2017 Vietnam Electricity sufficiently supplied electricity to meet the national socio - economic development requirements and residential demands of the people. EVN in coordination with the General Directorate of Irrigation undertook water discharges from Hoa Binh, Thac Ba, Tuyen Quang hydropower reservoirs through electricity generation to serve agricultural production for the 2016 – 2017 Winter Spring crop in localities in the Northern midland and delta areas.
The generation output of the whole system in February 2017 reached 13.48 billion kWh. The peak daily output achieved 542.4 million kWh on February 2nd, the peak capacity attained 26,164 MW on February 2nd. The accumulated figures of the two first months of 2017 are as follows: the total generation output of the power system was 27.41 billion kWh, increasing by 48% against the same period last year; the electricity output generated and procured by EVN was 26.56 billion kWh, rising by 7.42% against the same period last year, of which hydropower accounted for 35.84%, coal fired thermal power represented 39.69%, gas turbines 23.37%, oil fired thermal power 0.02% and electricity import made up 1.08%. The generation output alone during these two months got to 12.004 billion kWh, experiencing a quite high increase by 9.77% compared to the same period last year.
In February 2017, the power sales achieved 12.055 billion kWh. The accumulated power sales over the two first months of 2017 attained 25.07 billion kWh, an increase by 8.17% over the same period last year. Of which, the power sales to industry – construction sector grew by 10.59%, to trade sector, agricultural production, management and residential consumption grew by 6.74%, 17.9%, and 4.53% respectively.
2. Water supply to serve agricultural production for the 2016 – 2017 Winter Spring crop
In execution of instructions made by the Government and the Ministry of Agriculture and Rural Development (MARD), during January and February 2017, EVN coordinated with the General Directorate of Irrigation (under MARD) in operating and mobilizing Hoa Binh, Thac Ba, Tuyen Quang hydropower reservoirs in order to discharge water from these reservoirs to serve agricultural production activities for the 2016 - 2017 Winter Spring crop in localities in the Northern midland and delta areas.
It was initially scheduled that water dischages to serve the 2016 - 2017 Winter Spring crop cultivation would be made in three times (18 days in total). However, in reality the water discharge had been implemented more rapidly than the initial schedule, i.e the total water discharge duration was 13.5 days, 4.5 days shorter than the planned schedule, since the weather condition in the North was favorable, and preparatory activities for water discharge was done well.
The total water discharge volume in three times was 4.67 billion m3 (of which 3.11 billion m3 of water discharged from Hoa Binh reservoir, 0.6 billion m3 from Thac Ba reservoir, and 0.97 billion m3 from Tuyen Quang reservoir). During the water discharging times, the water level of Red river in Hanoi was sustained stably as required.
The watered area after the third time of water discharge covered 590,807 ha, or 95.18% ot the cultivated area as planned. As of the end of February 2017, the watered area was estimated to reach 99.23% of the total planned cultivated area.
During the water discharging times, Vietnam Electricity coordinated very closely with the General Directorate of Irrigation, the National Center for Hydro-Meteorological Forecasting, Departments of Agriculture and Rural Development in the involved provinces and cities, and mass media agencies in providing information of the administration of water discharges, water receiving, doing communications towards water receiving speeding up and economical water utilization. The General Directorate of Irrigation together with Vietnam Electricity organized a lot of inspection missions to inspect the water receipts in some localities. Local power companies had secured uninterrupted and stable electricity supply to pumping stations, even makeshift pumping stations. Under the effective cooperation of the People’s Committees of downstream provinces, companies those operating irrigation works and farmers in these provinces, the water resource discharged from hydropower reservoirs was utilized efficiently.
3. Customer service activities:
In January 2017, EVN supplied electricity to 20,016 new residential customers in cities/towns with the average handling time of 1.88 days; to 45,140 residential customers in rural areas with the average handling time of 2.49 days; to 16,235 non-residential customers with the average handling time of 2.79 days.
In February 2017, Customer Care Centers received and handled 252,715 inquiries of customers.
4. Construction investment project implementation status:
Regarding generation projects:
- Boiler blow-down of unit 1 of Vinh Tan 4 coal fired thermal power plant had been completed and the first coal combustion is scheduled in the end of March 2017;
- Trung Son hydropower project: unit 1 had been integrated into the national power grid; unit 2 was under testing, adjusting and preparing for operation; rotor of unit 3 has been installed.
- Projects in Quang Trach thermal power complex: The transfer of project from Petrovietnam and local authorities was basically satisfactory. In February, a revised master plan of Quang Trach Power Complex had been submitted by EVN to the Ministry of Industry and Trade for approval; the revised master plan of coal terminal was submitted to the Ministry of Transport; and the environmental assessment report of the project was submitted to the Ministry of Natural Resources and Environment. The infrastructure project for Quang Trach Power Complex had been resumed and EVN was working with the People’s Committee of Quang Binh province to continue project implementation.
Regarding power grid projects:
In February 2017, Yen Phong 5 110 kV substation was energized to supply electricity to Samsung Display Vietnam Company in Bac Ninh province.
Projects to secure electricity supply to Hanoi had been intensively implemented, including: Hiep Hoa – Dong Anh – Bac Ninh 2 500/220kV transmission line – the line section from Hiep Hoa to Long Bien; Dong Anh 500 kV substation; Hoa Binh – West Hanoi 220 kV transmission line; West Hanoi 220 kV substation and 110 kV connection projects in Hanoi capital. At the same time, Pre-Feasibility Study of Vung Ang – Doc Soi – Pleiku 2 500 kV transmission line project was submitted to the Prime Minister for approval.
II. A number of targets in March 2017:
In March 2017, the average load of the power system is envisaged 536 million kWh per day, the peak load is approximately 27,780 MW.
The power system operation targets in March 2017 are reasonable mobilization of hydropower plants to ensure power supply requirements of downstream areas and electricity supply in the dry season. Coal fired thermal power units and gas turbines will be mobilized to a high extent.
In construction investment activities: the first coal combustion of unit 1 of Vinh Tan 4 Thermal Power Plant should be implemented on schedule, particularly after the FGD fire incident is tackled; unit 2 of Trung Son Hydropower Plant will be energized; the rotor of Thac Mo Hydropower Plant Extension will be installed; unit 2 of Duyen Hai Thermal Power Plant will be reliability tested for commissioning and acceptance; Feasibility Study of Vung Ang – Doc Soi – Pleiku 2 500 kV transmission line project will be completed.
With respects to grid projects: In March 2017, EVN and their subsidiaries will intensify and accelerate their construction activities to put into operation the second transformer of Cau Bong 500 kV substation, 500 kV transmission line connecting to Thang Long thermal power plant, the line section from Hiep Hoa – Bac Ninh 3 branch of Hiep Hoa - Dong Anh - Bac Ninh 2 500/220kV transmission line, Bac Ninh 3 220 kV substation, etc.
It is anticipated that in March 2017, an agreement will be signed between EVN and VCCI on evaluating access-to-electricity indicator, customers’ satisfaction with EVN’s services; EVN in coordination with the Ministry of Industry and Trade will co-organize events in response to the Earth Hour 2017 campaign, etc.
