EVN and USAID signed a Memorandum of Understanding on cooperation in rooftop solar PV development in Vietnam

On December 14, 2020, in Hanoi, Vietnam Electricity (EVN) and the United States Agency for International Development (USAID) signed a Memorandum of Understanding for a technical assistance to promote rooftop solar PV development in Vietnam.

Attending the ceremony, there were Mr. Robert Layng - Environment and Energy Program Manager (USAID); Ms. Nora Brown - Project Manager of Urban Energy Security in Vietnam (under USAID).

On the side of EVN, there was Mr. Vo Quang Lam – Vice President.

According to the agreed contents, USAID and its US partners will assist EVN to analyze and evaluate impacts of rooftop solar PV development on Power Corporations and EVN, in the short term considering rooftop solar PV projects in Da Nang city; capacity building and assessment of technical impacts of rooftop solar PV systems on distribution grids; at the same time, formulating communication programs to promote rooftop solar PV development for EVN, for the time being focusing on the EVNSOLAR platform.

Speaking at the signing ceremony, EVN’s Vice President Vo Quang Lam said that in the period of 2019 - 2020, renewable energy has "boomed" in Vietnam. With the Government's incentive policies for renewable energy development, about 9,700 MW of solar power and 600 MW of wind power have been put into operation. In particular, up to now, there are more than 75,000 rooftop solar PV projects with a total installed capacity of over 3,300 MWp being in operation. It is expected that by the end of 2020, renewable energy will account for 17% of the installed capacity of the entire national power system.

However, the current incentive policy for solar power will end in December 2020, while new policies have not been in place yet. Therefore, the Vice President hopes that the above cooperation agreement will assist EVN and its member organizations to work out independent and in-depth assessment and analysis, helping EVN have a multidimensional view of the actual rooftop solar PV development status in Vietnam.
