EVN and renewable energy investors jointly release capacity for Ninh Thuan area

On 7 October 2019, in Hanoi, EVN organized a meeting with Ninh Thuan province’s representatives and investors of renewable energy power plants on the solutions to release the capacity load for plants in this locality.

Identifying "outstanding points"

According to report made by EVN, Ninh Thuan province currently has 41 wind and solar power projects with a total capacity of 2,447MW whose planning has been approved. In particular, as of June 30th 2019, there were 18 plants with a total capacity of 1,156MW put into operation. These plants are connected mainly through the 220kV Thap Cham - Vinh Tan line and the 110kV Thap Cham - Phan Ri line.

The operation of many solar power plants in a short time has caused the overload of the 110kV - 500kV grid systems. The main reason is that the investment in transmission grid project has not kept pace with the construction progress of solar power plants. Specifically, the time duration to build a solar power plants only takes about 6 months, while to complete a transmission grid projects takes 3-5 years.

Recently, EVN and its affiliates have implemented synchronous solutions to maximize the capacity of RE power plants such as: Speeding up the construction progress of grid systems; Disclosing the public and transparent information to investors; Applying science and technology in the calculation and allocation of capacity load, etc.

EVN made a proposal report to the Government, Ministry of Industry and Trade to add transmission grid projects into the planning for releasing capacity load of RE power plants. However, the implementation of power grid projects still faces many difficulties, especially in site clearance and compensation, etc.

Joint action by investors is necessary

In order to remove difficulties in supporting solar power capacity in Ninh Thuan, EVN proposed temporarily installing two 220kV transformer stations (Vinh Tan and Phuoc Thai), which are expected to be completed in the second quarter of 2020. These stations will basically release all capacity for solar power plants to be put into operation before June 30th 2019.

In order to meet the above schedule, EVN suggest investors of RE power plants invest in installing the station, after being completed, it will be leased to EVN for operation. EVN also proposed Ninh Thuan province to preside and report it to the Prime Minister and the Ministry of Industry and Trade on the implementation mechanism.  

"EVN urgently needs the cooperation and support from the investors. EVN  and its Units will concentrate all solutions and make the best efforts to accelerate the construction progress of transmission grid projects,” said Mr. Tran Dinh Nhan, General Director of EVN.

Attending the meeting on 7 October  2019, representatives of investors such as Nha Trang Bay Construction JSC., Trung Nam Solar Power JSC., thanked EVN for organizing the meetings, working closely with investors in seeking ways to release solar power capacity. The investors also agreed to jointly construct temporary stations according to EVN’s suggestion.  

At the meeting, investors agreed to join with EVN to maximize the capacity of renewable energy plants in Ninh Thuan

Mr. Luu Xuan Vinh – Head of Ninh Thuan Provincial People’s Committee highly appreciated the initiative and activeness of EVN. Ninh Thuan Province agrees and supports the investment policy on temporary stations as well as additional planning of power grid projects. It is necessary to have specific, public and transparent calculation to effectively mobilize resources form investors.

Ninh Thuan will provide best support to EVN’s units in site clearance for the construction of transmission grid projects. For cases beyond the authority, the Province will consult with the direction of the Prime Minister. Ninh Thuan Leaders want EVN to continue working closely and accompanying with the province so as to contribute to Ninh Thuan’s development becoming a center of renewable energy of the whole country.
