EVN in eyes of international partners

In the context of international economic integration posing a lot of opportunities and challenges, whether Vietnam Electricity can gain trusts from and desires for long-term cooperation with financial, credit institutions, international agencies or not. The following are judgements made by some strategic partners of EVN.

Ms. Victoria Kwakwa – Country Director of the World Bank for Vietnam (WB), Vice President for East Asia and Pacific Region: “The WB trusts in the long term and sustainable cooperation relationship with EVN”

From 1996 to 2015, the WB provided financial supports of more than USD 4 billion to EVN and the Ministry of Trade and Industry. Furthermore, the WB performed cooperation projects on technical assistance, consultancy on electricity tariff policy; solutions to enhancing financial capabilities of EVN and equitization of power generation corporations. It may be said that over the last 20 years, EVN has effectively utilized their financial resources, increasing power sales per capita from 150 kWh/person (in 1996) up to 1,540 kWh/person (in 2015); power loss rate reduced from 24% to 8% and rural electrification help 98.76% of the total rural households in the country have accessed to electricity.

The above-mentioned achievements have been attained thanks to the strong commitment made by the Government of Vietnam in promoting energy sector development, enhancing leadership, governance and technical capabilities of EVN’s employees.

In the coming time, the WB wishes to continue supporting the power sector in power transmission and distribution sphere, contributing to strengthening power supply efficiency and service quality. At the same time, the WB shall provide assistance in power sector restructure, particularly developing infrastructure structure to effectively implement the competitive wholesale electricity market.

However, the WB will provide not only finance but also technical assistance to help the Government of Vietnam in identifying and overcoming, in the best manner, new challenges that the power sector and EVN have recently coped with. We strongly believe in the long-term and sustainable relationship between the World Bank and Vietnam Electricity.

Mr. Eric Sidgwick – Country Director of Vietnam Resident Mission of the Asian Development Bank (ADB): “ADB shall keep assisting the power sector in performing Rural electrification program”

ADB has been a significant partner of EVN since 1994. ADB has assisted approximately USD 2.5 billion for 13 projects, mainly in power generation and network fields. Among which, a lot of projects have been completed and operating effectively. Typically, Mong Duong 1 Thermal Power Project with capacity of more than 1,000 MW has been completed and put into commercial operation since January 2016, which has helped enhance power supply capability of the national power system.

Currently, ADB is developing a Country Partnership Strategy for 5 year period (2016 – 2020), closely linking to the socio-economic development plan of the Government of Vietnam. At the same time, ADB is considering investment projects listed in Power Development Plan VII so as to allocate financial assistance resources as per the Government of Vietnam’s expectations. Specifically speaking, we shall continue to assist the power sector in renovating their management methods, improving power supply quality and efficiency.

At the end of 2015, although rural electrification rate in Vietnam is relatively high, it is unequal among areas. Therefore, ADB desires to support EVN in further implementing Rural electrification program, to bring electricity to unelectrified remote areas, mountainous areas and sea islands, etc.  

Mr. Rémi GENEVEY – Director of the Vietnam Country Office of the French Agency for Development (AFD): “EVN has effectively utilized financial resources provided from AFD”

Over the last 15 years, EVN has effectively utilized the financial resources provided by AFD for power project investment and construction. Typically, Huoi Quang Hydropower Plant funded by a direct loan without the Government’s guarantee had unit 1 put into operation in December 2015. Pleiku – Cau Bong 500 kV Transmission Line Project completed in May 2014 to enhance power transmission capacity for the South, which has high electricity demand.  

Funded by a loan without the Government’s guarantee, this project is evidence for EVN’s project implementation capability with a schedule of less than 3 years from the AFD’s Board of Management’s approval until completion, and the finance was disbursed in accordance with the terms and conditions agreed by the parties.

In the future, AFD will maintain assisting EVN in utilizing energy efficiently. At the same time, AFD wishes to support the Government of Vietnam in implementing their green growing strategy and climate change response programs, which specifically are to reduce green house gas emission based on a strategy absolutely suitable with the socio-economic development plan of Vietnam. At present, renewable energy application in Vietnam is still limited, thus AFD shall help Vietnam deal with this situation.

Mr. Mori Mutsuya – Head of JICA’s Representative Office in Vietnam: “EVN is one of the JICA’s close partners with the most long-lasting cooperation relation in Vietnam”

Since the time of Japan’s resuming their ODA aids to Vietnam in 1993, EVN has been always a strategic partner of JICA. Up to now, the total installed capacity of EVN’s power generation projects financed by JICA has reached to 5,000 MW, with the total ODA amount of approximately Yen 500 billion, accounting for about 25% of ODA loan amount that Japan has extended to Vietnam so far.  This cooperation relationship has significantly contributed to the stable power supply of Vietnam. 

Vietnam has been having opportunities and facing challenges since they joined ASEAN Economic Community (AEC) and Trans-Pacific Partnership Agreement (TPP). I do believe that Vietnam shall effectively utilize these opportunities. JICA expects to cooperate with EVN in three fields, including introduction of new Ultra Super-critical technology (USC) in Vietnam. This is one of the most effective systems being applicable to coal-fired thermal power plants. Adoption of this technology will not only enable Vietnam to stabilize power supply sources but also to mitigate environmental “burdens”.

In addition, Japan has cooperated with Vietnam in studying technologies for pumped storage power plants and it is hoped that Japan will supply this technology to Vietnam in the coming time. Climate changes have been affecting Vietnam remarkably, therefore JICA is ready to work with EVN to realize cooperation projects involving the development of gas turbine power plants in Vietnam.

- USD 785 million: is the total amount of ODA and foreign concessional loans to be signed in 2015;

- USD 2 billion: is the total amount of ODA and foreign concessional loans to be committed in 2015;

- USD 4.8 USD: is the total amount of ODA loans during 2011 – 2015 period; 

- Over VND 320,000: is the total amount of loans to be signed by EVN and EVN’s subsidiaries with local and foreign banks, bilateral and multilateral international financial institutions.
