EVN kicks off the implementation of the project “Strengthening the integrated system of renewable energy”

The preparation of the project "Strengthening the integrated system of renewable energy" (REACH) and the submission and approval procedure according to the provisions of Decree No. 114/2021/ND-CP was the topic of a workshop organized by Vietnam Electricity (EVN) in collaboration with the World Bank (WB) and the Embassy of Canada on June 16, in Khanh Hoa province.

The REACH project aims to improve capacity system operation and transmission, integration and sustainable development of power from renewable energy (RE) with investment mobilized from the private sector.

The REACH project consists of two components:

  • Component 1: Transmission grid projects to enhance the integration of renewable energy, including Krongbuk-Tay Ninh 1 500kV transmission line; North Chau Duc 500kV transformer station and connection; Phuoc Dong 220kV substation;
  • Component 2: Dispatch management of power system - SCADA/EMS project phase 4.

REACH is the second project of EVN (after the O Mon III Thermal Power Plant project) registered to use ODA and concessional loans from foreign donors, after the Government issued Decree No. 114/2021 ND-CP on the management and use of official development assistance (ODA), concessional loans from foreign donors.

According to Mr. Duong Quang Thanh - Chairman of EVN's Member Board, facing great changes in energy transition and power source structure planning, with the trend of focusing on renewable energy development, the REACH project will make an important contribution to helping EVN operate the electricity system safely, stably and economically, ensuring power supply for socio-economic development.

This workshop is an important event that kicks off the REACH project in order to support and guide EVN's units participating in the project as well as units using ODA and concessional loans to understand the regulations and legal procedures in compliance with current regulations.

Chairman Duong Quang Thanh directed the National Power Transmission Corporation (EVNNPT), the National Load Dispatch Center (EVNNLDC) to complete the investment preparation, prepare documents for submission as per appraisal requirements of the World Bank, and at the same time meet the regulations of the Government of Vietnam on procedures for submitting investment projects, regulations on management and use of ODA capital in Decree No. 114/2021/ND-CP, ensuring the project progress and efficiency in the use of ODA capital.

According to Mr. Dinh The Phuc – Director General of the Energy Department, Commission for the Management of State Capital at Enterprises (CMSC), currently, EVN has submitted to CMSC the "Proposal of REACH project" in accordance with the provisions of the Decree No. 114/2021. /ND-CP of the Government. This is a newly issued decree, so the implementation is still confusing. The workshop with the participation of representatives of ministries and branches and some members of the drafting committee and the editorial team of Decree No. 114/2021/ND-CP will further clarify the outstanding issues.

Mr. Rahul Kitchlu - WB's Energy and Infrastructure Program Manager in Vietnam, presented an overview of the REACH project. He wished that the obstacles and difficulties in the project implementation process would be removed so that the units could successfully complete the project “on Schedule" and replicate it.

At the workshop, EVNNPT, EVNNLDC, and other power corporations that are implementing projects using ODA capital, directly discussed and gave comments with competent agencies to approve ODA projects. Thereby, clarifying difficulties and obstacles in the process of implementing procedures under Decree No. 114/2021/ND-CP. This will contribute to ensuring the progress of the loan negotiation and signing as well as the completion of the project in accordance with the law.

Over the years, the WB has always accompanied and supported EVN in implementing and completing 12 programs and projects with a total loan value of approximately USD 4 billion. With the REACH project, it is expected that a new ODA loan of USD 202 million will promote development cooperation and support the sustainable energy transition program.

Along with that, the WB also committed to continuing to expand, support and cooperate with EVN in fields such as research and development of pumped hydropower; LNG power projects; offshore wind power projects and arrange financial sources for investment in new projects; development of an energy transition strategy towards implementing the commitments of the Government of Vietnam at COP26; continue to support investment in upgrading the power grid system, improving transmission capacity and system operation capacity.
