EVN recommends that the Ministry of Industry and Trade removes difficulties for solar power projects

Vietnam Electricity has recently issued Document No. 2971/EVN-KD dated July 23, 2020 to the Ministry of Industry and Trade, the Electricity and Renewable Energy Agency on resolving problems for solar energy projects.

The document of EVN clearly stated that EVN has received recommendations from some solar power investors in Ninh Thuan province about not being able to sign contracts with the power industry since the feed-in tariff has not been determined as either of rooftop PV systems or of solar farms according to the Prime Minister's Decision No. 13/2020/QD-TTg of April 6, 2020.

In particular, an organic agricultural farm owner in An Hai commune, Ninh Son district has leased land and infrastructure systems out to 12 companies for cultivating in combination with installing solar PV systems with a capacity of less than 01MW per each, grid - connected at 22kV voltage level to serve the needs of production and selling electricity to the national power grid. In particular, two out of the 12 solar power systems with photovoltaic panels installed on the roofs of construction establishments have obtained PPAs being signed with Ninh Thuan Power Company (Ninh Thuan PC) before June 30, 2019 and these systems have received payments for electricity sales.

As for the remaining 10/12 systems with photovoltaic panels installed directly on support frames which are roofs of internal road areas and on frames of the facilities having meshes covering the cultivation areas, Ninh Thuan PC has installed two-way meters to record the amount of electricity generated to the grid, but has not yet signed contracts and paid for the electricity purchased from the solar power systems.

Along with the above cases, many other cases have solar power system installed directly on support frames to cover high-tech agricultural production areas.

According to the investors, the non-use of roofing sheets is suitable to agricultural activities below, reducing water use, decreasing the exposure to sunlight to suit plants and domesticated animals being bred under the roofs.

Therefore, EVN recommends that the Ministry of Industry and Trade, the Department of Electricity and Renewable Energy considers and soon issues guidelines on specific identification criteria to distinguish between rooftop solar power systems and grid-connected solar power systems, creating favorable conditions in determining feed-in tariff for solar power systems strictly according to the Prime Minister's Decision No. 13/2020/QD-TTg.

At the same time, EVN proposes that the Ministry of Industry and Trade and local authorities should check and determine the suitability of applicable criteria so that power companies can sign power purchase agreements with project investors.
