As regulated, during this second time of price reduction, the targeted customers are tourist accommodation establishments (in accordance with the Law on Tourism 2017 and relevant legal documents) and customers having warehouses of goods in transportation process is entitled to a reduction from retail tariff applied to business customers to the one applied to manufacturing industries.
In particular, all residential customers (equivalent to 26.6 million households) are entitled to a 10% discount on the electricity tariff of the first four levels of the retail electricity tariff schedule.
As for the facilities serving the COVID-19 pandemic prevention and control, a 100% reduction of electricity bills for facilities being used for quarantine, dedicated examination of patients with suspected or confirmed COVID-19; 20% reduction of electricity bills for health facilities used for examination, testing and treatment of patients with suspected or confirmed COVID-19.
According to Vietnam Electricity, it is expected that the total amount of electricity price reduction in the second time is over VND 3,000 billion.
EVN has implemented a 100% reduction of electricity bills (pre-tax value) for facilities used for quarantine and dedicated examination of patients with suspected or confirmed COVID-19 (according to the list provided by the National Steering Committee for COVID-19 prevention and control, Ministry of Defense, Ministry of Public Security, People's Committees of provinces and central cities directly under the Government.)
Economist Ngo Tri Long analyzed that the clear definition of the extent of suffering from the COVID-19 pandemic to support reducing electricity prices and electricity bills has helped ensure the eligibility of targeted customers and support in an effective manner while resources are limited.
In 2020, EVN had been severely affected by natural disasters and the COVID-19 pandemic. However, Vietnam Electricity had proactively proposed to the Prime Minister, the Ministry of Industry and Trade, the Ministry of Finance, and the Commission for Management of State Capital Enterprises to obtain their permission for two times of reduction of electricity prices and electricity bills; with a total expected value of over VND 12,300 billion.
By the end of December 31, 2020, EVN has completed the calculation and issue of invoices to pay back the discounted amount of electricity bills for customers in 3 months October, November and December as per the regulations. This is the basis for Vietnam Electricity and Power Corporations to implement the refund of discounted amount in electricity bills in January 2021 for customers.
