Prime Minister Nguyen Xuan Phuc spoke at the Groundbreaking Ceremony
Participating in the Groundbreaking ceremony, there were leaders of the Central Ministries and Agencies: Ministry of Industry and Trade, Ministry of Planning and Investment, Ministry of Finance, Ministry of Construction, Ministry of Agriculture and Rural Development, Ministry of Transport, Vietnam General Confederation of Labor. Representatives of local leaders of Son La, Lai Chau provinces, etc. On the side of Hoa Binh province, there were Mr. Ngo Van Tuan - Secretary of the Provincial Party Committee, Mr. Bui Van Khanh - Chairman of the Provincial People's Committee. On the side of Vietnam Electricity, there were Mr. Duong Quang Thanh - Chairman of the Board of Directors, Mr. Tran Dinh Nhan – President and CEO. There were representatives of agencies including: the National Steering Committee for Power Development; Scientific & Technological Advisory Council for Hydropower System Safety on the Da River Hydropower Cascade, Vietnam Large Dam and Water Resources Development Association; University of Irrigation; Vietnam National Center for Hydro-meteorological Forecasting. Representatives from partners, banks and credit institutions such as French Development Agency (AFD); Joint Stock Commercial Bank for Foreign Trade of Vietnam, Bank for Agriculture and Rural Development also were present in the ceremony. On the side of the construction contractor consortium, there were leaders of: Truong Son Construction Corporation (Ministry of Defense) - Construction 47 Joint Stock Company - Lilama 10 Joint Stock Company. Hoa Binh Hydropower Plant Extension Project is an industrial project of group A, having the pre-feasibility study report approved by the Prime Minister. The project is invested by Vietnam Electricity (EVN) and implemented by Power Project Management Board No.1 who has been assigned by EVN to be the Project Owner's Representative. The project has a total investment cost of VND 9220.83 billion, of which 30% is self-financed by EVN and the remaining 70% includes: domestic commercial loans of VND 4000 billion arranged by Vietcombank and a non-sovereign loan of EUR 70 million provided by the French Development Agency (AFD). The project has a total installed capacity of 480 MW, including 2 units of 240 MW capacity per each. The average annual power generation output will be about 488.3 million kWh/year. The Power Engineering Consulting Joint Stock Company No.1 has performed the project design consultancy service. The main construction contractor of the project is a consortium including Truong Son Construction Corporation (Ministry of National Defense) - Construction 47 Joint Stock Company - Lilama 10 Joint Stock Company. Hoa Binh Hydropower Plant Extension Project with a capacity of 480 MW will help increase the total capacity of the entire Hoa Binh hydropower plant to 2400 MW.
The Hoa Binh Hydropower Plant Extension Project is located on the right bank of the existing Hoa Binh hydropower dam. The plant site is in Phuong Lam ward, the water inlet and intake canal in Thai Binh ward, Hoa Binh city, Hoa Binh province. The project will share the same structures with the current Hoa Binh hydropower plant such as reservoir, dam, and spillway. The new construction structures include: channel water intake, water intake gate, water intake tunnel, and powerhouse. The total land use area of the project is 99.62 ha, of which 69.30 ha is of temporary use for construction of the project.
Once completed and being put into operation, the project will bring about the following effects: (i) Increasing the peak capacity for the national power system, facilitating the maximum exploitation of excess water discharged annually during flood seasons of the existing Hoa Binh hydropower plant for electricity generation; (ii) Improving frequency regulation and stabilization of the national power system; contributing to saving cost of the system; (iii) Reducing the operating intensity of the existing power plant, thereby prolonging the lifetime of equipment, saving maintenance costs.
Speaking at the Groundbreaking Ceremony, Prime Minister Nguyen Xuan Phuc affirmed that the major hydropower projects on the Da River such as Hoa Binh, Son La, Lai Chau HPPs are symbols of the national industrialization and modernization cause. These hydropower plants have made a very important contribution to flood regulation, power generation, water transport and water supply for downstream areas. Regarding Hoa Binh Hydropower Plant Extension Project, the Prime Minister highly appreciated and praised EVN's serious and timely working spirit in implementing pre-investment activities, development and approval of basic design, technical design and cost estimates, construction of transport infrastructure, etc.
The Prime Minister also assigned Vietnam Electricity to keep on working closely with contractors in organizing and managing the project construction to ensure safety, progress on schedule, high efficiency and mitigate environmental impacts.
Following the direction of the Prime Minister and the Governmental Ministries, Vietnam Electricity is committed to properly undertaking the implementation and management of the project, while actively coordinating with relevant agencies and the local government. At the same time, EVN has requested the contractor consortium to focus their financial resources and human resources on completing the contract, ensuring safety, progress, quality and environmental and social requirements in the process of project construction in accordance with the contract.
