How has the power grid in Ho Chi Minh City been modernized?

Under the leadership and direction of the Party Committee of Ho Chi Minh City Power Corporation (EVNHCMC), in the period 2015-2020, the Corporation successfully realized the smart grid development plan of building up a smart city together with Ho Chi Minh city.

EVNHCMC's remote control center which was put into operation in 2017, is the first remote control center for the distribution power grid in Vietnam.

The "Smart grid development plan for the period 2016-2020, with the vision to 2025" of EVNHCMC has been achieved with many outstanding results: The plan of converting 100% of 110 kV substations into unmanned substations has been completed two years ahead of schedule; the target of automation of the distribution grid has been attained a year ahead of schedule; the first remote control center for the distribution power grid in Vietnam has been put into operation; the 110 kV power grid has been operating in line with the N-1 criterion, etc.

EVNHCMC has promoted the use of underground cables instead of aerial power distribution lines, which has improved the safety and beauty of the power grid; application of live-line working technology for power grids up to 110 kV; washing insulators with high pressure water; making the 22 kV, 110 kV power grids closed-loop; speeding up the installation of automated meter reading (AMR) devices, etc.

In particular, AMR systems at substation at 220 kV, 110 kV level and at distribution substations have effectively supported management and operation of the power grid such as: Providing data for system operation, instant power failure warning, detection of underload/overload situations, etc., especially during peak time in the dry season.

EVNHCMC has basically digitized technical management, creating favorable conditions for improvement of grid operation management capacity, as a premise for gradually approaching and applying achievements of the 4th industrial revolution (Big Data, IoT, AI, Cloud) to electricity production and business activities.

Effective exploitation of smart grid applications is the foundation for EVNHCMC to achieve successes in performing key tasks such as: Improving power supply reliability, reducing power loss, improving labor productivity and customer service quality, etc.

Comprehensive grid automation

In realization of the "Program for modernization of power grids and development of smart grids in the period 2020-2025", EVNHCMC has paid a lot of attention to consolidating the grid structure based on principles of standardization and comprehensiveness. In which, the Corporation has focused on maintaining the 110 kV power grid to meet the N-1 criterion, particularly substations supplying electricity to the downtown must meet the N-2 criterion; restructuring medium and low-voltage power grids to reduce electricity supply radius and improve electricity supply reliability for the development of the city.

EVNHCMC is a pioneer in deploying live-line working technology

EVNHCMC continues to build and operate efficiently the smart grid model; with focus on comprehensive automation of power grids from 110 kV to medium voltage, low voltage and comprehensive digital conversion in technical management and operation.

In parallel, EVNHCMC has applied an advanced model of maintenance and service of distribution grid equipment based on actual operating conditions (condition based maintenance - CBM); promoting scientific research, technical innovations - technical improvement through science and technology club model. EVNHCMC has attached importance to developing and building a team of qualified, competent, accountable experts, engineers and skilled workers to access and master new technologies.

Some targets of EVNHCMC up to 2025:

- SAIFI ≤ 0.5 times (target of ≤ 0.3 times)

- SAIDI ≤ 50 minutes (target of ≤ 30 minutes);

- Energy losses ≤ 3.4%;

- 100% of 110 kV substations, switching substations, 22 kV power grid are monitored and controlled remotely;

- At least 50% of medium-voltage public power lines are operated automatically;

- 100% of distribution substations are monitored and operated remotely (with instant power failure warning);

- Construction of 5 to 10 digital substations;

- 100% of the technical management for power grid operation is digitized, etc.
