Minister Nguyen Hong Dien chairs an online meeting on power grid projects

On the afternoon of November 6, in Hanoi, Minister of Industry and Trade Nguyen Hong Dien chaired a meeting on the implementation of power grid projects to serve the import of electricity from Laos; the synchronous power grid project to release the capacity of Nhon Trach 3 and Nhon Trach 4 thermal power plants; and the Lao Cai - Vinh Yen 500kV transmission line project.

Active deployment

At the meeting, EVN’s President and CEO  Nguyen Anh Tuan reported: In the construction work, with projects serving the import of electricity from Laos such as the  Monsoon - Thanh My 500kV line (section in the Vietnamese territory), the construction units have completed excavating the foundations of 90/90 pole positions, finished concreting the foundations of 87/90 positions, finished erecting 67/90 pole positions, and are erecting 20 positions; completed pulling the wires at 3 anchor sections, and are pulling the wires at 8 anchor sections. For the 220kV and 110kV lines connecting to the expansion of the bay and the renovation of the  Thanh My 500kV substation, the construction units have also completed casting the foundations, erecting the poles, pulling the wires at 30/30 pole positions and 28/28 anchor sections; the construction part of the substation expansion is basically 95% completed and equipment installation is underway.

With the synchronous power grid projects of Nhon Trach thermal power plants such as the  Nhon Trach 4 - Phu My - Nha Be 500kV branch line, the remaining 2 anchorage sections are currently under construction.

With the Lao Cai - Vinh Yen 500kV transmission line project, the investment policy and conversion of forest land use purposes have been approved; the planning and land use plan has been updated.

To speed up the progress of important power projects in the coming time, Minister Nguyen Hong Dien requested ministries, branches, localities, EVN and the National Power Transmission Corporation (EVNNPT) to carry out the following key tasks:

For the  Monsoon – Thanh My 500kV transmission line project, the 220kV switching station project, and the 220kV connecting line: The People's Committee of Quang Nam province is proposed to direct the People's Committee of Nam Giang district to strengthen propaganda and mobilize 56 households of Ta Po commune and Ta Bhing commune with cultivated land belonging to natural forest land not to obstruct the contractor in constructing the wire pulling of the Monsoon - Thanh My 500kV transmission line project. At the same time, the investor and the People's Committee of Nam Giang district are required to urgently complete the plan to handle fallen trees and trees at risk of falling on the foundation positions of the 220kV switching station project and the connecting 220kV transmission line and submit it to the Provincial People's Committee for consideration and decision before November 15, 2024.

For the Nam Sum - Nong Cong 220kV transmission line project: It is proposed that the People's Committee of Nghe An province direct the People's Committee of Que Phong district to promptly approve the compensation and support plan (PABT) for 112 households with land in the safety corridor, as a basis for energizing the project before November 15, 2024; direct the Department of Natural Resources and Environment to urgently advise on approving the cadastral records of foundation location No. 99 to implement the wire pulling construction, and so on.

Regarding the power grid projects to release the capacity of Nhon Trach 3 and Nhon Trach 4 thermal power projects: The Minister requested the People's Committee of Dong Nai province to soon complete the approval of additional planning and land use plans for Nhon Trach district, as a basis for implementing procedures on compensation and site clearance.

The Ministry of Planning and Investment is requested to promptly complete the appraisal and submit it to the Prime Minister for approval of the investment policy for the 22 kV transmission line project of Long Thanh - High-tech 500kV substation before November 15, 2024, to carry out the following procedures.

Regarding the Lao Cai - Vinh Yen 500kV transmission line project: It is recommended that the People's Committees of Lao Cai, Yen Bai, Phu Tho, and Vinh Phuc provinces maintain the grid route as agreed upon by the People's Committees of the provinces, avoid planning or approving other projects that pass through the project route, leading to the need to adjust the route, affecting the completion progress as required by the Prime Minister.

For EVN's side, Minister Nguyen Hong Dien requested EVN to continue directing relevant units to coordinate with localities to urgently handle issues related to site clearance, and at the same time have plans to overcome difficulties, speed up the construction of power grid projects importing electricity from Laos, ensuring the completion of all projects in November 2024. EVN is also requested to study and adjust the progress as well as focus resources to urgently implement the next steps of the Lao Cai - Vinh Yen 500kV transmission line project, striving to start construction before April 30, 2025.
