According to Mr. Nguyen Anh Tuan, in implementing Decisions of the Prime Minister, from January 1, 2019, the Ministry of Industry and Trade (MOIT) performed the model of competitive wholesale electricity market. Accordingly, power corporations are allowed to directly buy electric power from several power plants. After 3 months of deployment, the directly-purchased power output currently accounts for 10% of the total commercial power output in the country.
Specifically, from 1 January 2019, beside the Electricity of Vietnam, there are 5 more units permitted to directly buy power through the competitive wholesale electricity market. In the coming time, MOIT shall study a plan to allow more power corporations to buy power directly from the plant and some plants will be permitted to directly sell power to the corporations.
After 3 months of operating the market, MOIT has faced many difficulties in policy mechanisms, taxation, and infrastructures as the transactions increased quite a lot compared to the previous years.
To solve this problem, in the coming time, MOIT will direct the units to complete the infrastructures; organize capacity improving courses for operators; at the same time, conduct initial review on the 3-month operation to gather obstacles and find proper solutions.
