Operating situation in October 2019 and objectives and tasks in November 2019

In October 2019, despite many difficulties in mobilizing power supplies, EVN still ensures a stable and safe power supply for socio-economic development, meeting people's daily needs as well as ensuring power supply for cultural, political and social events.

Regarding the operating situation, the amount of water flowing to the hydroelectric reservoirs remained low. Up to now, the water level of 25/37 hydropower reservoirs of EVN is lower compared to that of the same period in 2018. The total available water capacity in these reservoirs is about 19.25 billion m3, 6.8 billion m3 lower compared to the same period in 2018 (11.42 billion m3 lower than the normal water level, especially in the Red River basin alone, the shortage went up to 7.27 billion m3).

The power output produced and imported throughout the entire system in October 2019 reached 20.45 billion kWh (an average of 659.7 million kWh/ day). In the first 10 months of 2019, the system output reached 200.977 billion kWh, increasing by 10.06% compared to that of the same period in 2018, including:

+ Hydropower reached 58.215 billion kWh, decreasing by 19.08% (equivalent to 13.7 billion kWh).

+ Coal-fired power reached 97.549 billion kWh, increasing by 34.12% (equivalent to 24.8 billion kWh).

+ Gas turbine reached 36.193 billion kWh, increasing by 7.64%.

+ Fossil fuel power reached 1.18 billion kWh, increasing by 4 times.

+ Renewable energy (wind power, solar power, biomass energy) reached 4.265 billion kWh, accounting for about 2.12% (just solar power output alone is 3.484 billion kWh).

+ Imported electricity reached 2.778 billion kWh, increasing 9.44%.

In the first 10 months of 2019, the power output produced by EVN and other Power Generation Companies was 111.28 billion kWh, accounting for 57.5% of power capacity produced and purchased by EVN. The national commercial power output is estimated at 175.152 billion kWh, increasing 9.8% compared to the same period in 2018

In October 2019, the transmission output on the 500kV grid was mainly from north - central and central - south with the estimated transmission power output of 16.72 billion kWh. The highest transmission capacity on the 500kV grid from north - central was 1,592MW and from central - south was 3,047MW. In the first 10 months, the transmission power output reached about 167.63 billion kWh (increasing 9.3% compared to the same period in 2018).

At the end of October 2019, the Doing Business Research Group under World Bank (WB) announced the results of the Global Competitiveness Report 2019 in 190 countries/economies around the world, which also include the evaluation results of the access-to-electricity index. According to this evaluation results, the access-to-electricity index Index of Vietnam in 2019 continued to improve with a score of 88.2 points (increasing by 0.26 points compared to 2018). Vietnam continued to rank 4th in the ASEAN region (within the ASEAN-4 group), while maintaining its position of 27th out of 190 countries/economies.

Regarding customer services, EVN has completed the construction, integration, and provision of new electricity supply services via medium and low voltage grid as well as online electricity payment services via National Public Portal at https://dichvucong.gov.vn/. In addition, EVN has linked its electrical services on public service websites/Public Administration Centers in all provinces/cities.

Regarding construction investment, in October 2019, the Ministry of Industry and Trade has checked and accepted the project of Vinh Tan 4 Expansion Thermal Power Plant and conducted grid synchronization for Duyen Hai 3 Thermal Power Plant for the first time in mid-November 2019. For the power grid, in October, EVN has started the construction of 14 power grids (including 01 500kV, 01 220kV and 12 110kV power grids); competed the energization and put into operation of 13 power grids from 110kV to 500kV (including 01 500kV, 02 220kV and 10 110kV power grids). In the first 10 months of 2019, 142 power grid projects have been commenced and 113 power grids from 110kV to 500kV have been completed. The total value of construction investment of EVN in the first 10 months of 2019 is estimated at VND 72,018 billion, the disbursement value is VND 62,059 billion. 

A number of tasks of EVN in November 2019

In November 2019, the average daily power consumption of the entire system is expected at 649 million kWh/ day, the largest load is estimated at 35,100MW

The operating target set in November 2019 is to maximize the supply of coal and gas thermal power; mobilize fossil fuel power plants; ensure the water storage in hydropower reservoirs by the end of 2019 and the requirements of downstream water supply, restrict the use of hydropower reservoirs with water levels lower than limit level. It is required to ensure a safe and reliable operation of the transmission grid, especially the North-South 500kV power grid when operating under high transmission conditions. In addition, all units under EVN must continue to strictly implement the Group's Directive on disaster prevention and search and rescue; to readily cope with and timely overcome any incident of power grid caused by Storm No. 6; ensure the safety of dams and hydroelectric plants.

Regarding the construction investment for power generation: In November 2019, EVN has completed the grid synchronization for Duyen Hai 3 Thermal Power Plan as per the schedule, completed the approval and signing of EPC contract for Se San 4 Solar Power Project.

In addition, EVN continued to study and propose to the Government and the Ministry of Industry and Trade many solutions to relieve the capacity of renewable energy sources; submit a plan of electricity system operation in 2020 to the Ministry of Industry and Trade; conduct a customer satisfaction survey in 2019 through an independent  consulting company; prepare to deploy the annual programs: Pink Week and Customer Gratitude Month at the end of 2019.
