Operation status in May 2017, objectives and tasks in June 2017

In May 2017, the stable operation of national power system secured safe, reliable electricity delivery, satisfying electricity demands of social - political events, production - business activities and residential uses of the people.

The generated and imported electricity output of the entire power system in May 2017 reached 17.05 billion kWh (or 550 million kWh per day on average), the daily maximum output achieved 594.3 million kWh and the peak capacity of the whole system was 28,079 MW. In aggregation, the generation output of the whole system during the first five months in 2017 amounted to 77.4 billion kWh, experiencing an increase of 6.9% against the same period last year. The power sales of EVN as a whole in May 2017 was estimated at 14.5 billion kWh; the aggregate power sales in the first five months in 2017 was projected at 67.27 billion kWh, rising by 8.5% against the same period last year, of which the domestic power sales grew by 8.81%.

In May 2017, approximately 14.58 billion kWh of electricity was transmitted from the North to the Centre and then to the South, of which around 45.9 million kWh of electricity was evacuated from the Centre to the South per day (equivalent to 18% of the total power demand of the South). The maximum transmission capacity of 500 kV North – Centre and Centre – South transmission lines reached 1,911 MW and 3,380 MW respectively. Hydropower reservoirs in the Central region and the Southern region experienced better than expected hydrological conditions, the electricity output generated from hydropower sources thus was higher than the planned figures. Coal fired thermal power plants kept being highly dispatched, dispatch of gas turbine power plants were maximized subject to the gas supply capacity.

In business and customer service activities, EVN and their subsidiaries constantly performed solutions to improve customer service quality and the access to electricity indicator. In May 2017, EVN issued Decision No. 505/QD-EVN dated May 15, 2017 regarding Regulation on electricity service delivery, in which procedure handling duration of the power sector is shortened to only 7 days (in stead of 10 days as previously regulated) and the number of procedures required by the power sector is two instead of three procedures.

With regards to investment and construction activities, in May 2017, power unit No.1 of Thai Binh Thermal Power Plant was successfully synchorized with the power grid, fueled by oil; the boiler of power unit No.2 of Vinh Tan 4 Thermal Power Plant was tested for the first time, fuel by oil; and the rotor of power unit No. 4 of Trung Son Hydropower Plant was installed. During the first five months of 2017, EVN had completed putting into operation in total 4 power units, adding 495 MW of new generation capacity to the power system, including: three power units of Trung Son Hydropower Plant (3 x 65 MW) and power unit No.1 of Thai Binh Thermal Power Plant (300 MW). In addition, 8 power network projects at 110 – 500 kV voltage levels had been completed and put into operation by EVN and their subsidiaries. So in the first five months of 2017, forty five 110 – 500 kV power network projects had been completed with 294 m of new power lines and 2,870 MVA of new substations. Among which several projects were noteworthy, for example upgrading capacity of Cau Bong 500 kV Substation to supply electricity to the South; projects for connection to Thang Long, Thai Binh Thermal Power Plants; projects for electricity supply to Ha Noi (second circuit of Van Tri - Quang Minh 110 kV power line, rehabilitating one circuit of Ha Dong - Thuong Dinh 110 kV power line), etc.

In undertaking rural electrification or electricity delivery to mountainous areas or islands, EVN had investigated and studied to take over clean electricity generation stations and lighting facilities in small islands of Spratly Islands district for management and operation, in parallel doing preparatory works so as to take over the power system in Con Co island district in Quang Tri province.

EVN’s duties in June 2017

According to the National Center for Hydro – Meteorological Forecasting, in June 2017, one or two intense heatwaves would possibly hit the North and the Centre. Right in the beginning of June 2017 (between the 1st and the 5th of June 2017), due to effects of atmospheric circulation of the hot low pressure in the West in combination with strong effects of hot and dry wind, scorching hot weather occurred widespread in the Northern region and provinces from Thanh Hoa to Phu Yen. This weather condition resulted in the biggest increase of electricity consumption demand in the country occurring on June 2, 2017, with the maximum capacity of the power system reaching 30,182 MW and the peak load amounting to 629 million kWh, imposing a great pressure on electricity supply in terms of both generation sources and power grids. The highest statistics ever were recorded in the history of the power system in the North on June 2, 2017 with the maximum capacity of the North alone amounting to 13,352 MW and the peak load up to 295 million kWh. On June 5, 2017, the biggest peak load ever was recorded in Hanoi at 77.075 million kWh (an increase of 47% compared with the same period last year).   

EVN envisages that the average generation output of the power system in June, supposedly the peak  month of dry season, would be around 578 million kWh per day and the peak load would be around 31,700 MW. The power system is operated to realize a set of objectives, including securing safe and reliable operation of transmission network, especially the North – South 500 kV transmission network under the condition of maintaining uninterrupted and high capacity transmission in the dry season. Coal fired and gas fired thermal power plants in the South keep being highly dispatched. At the same time reservoirs, particularly those having high water levels or abundant water inflows are properly exploited to concurrently secure water supply to downstream areas until the end of dry season.  Fuels (coal, oil), materials, equipment, manpower, etc. should be well prepared for coal fired thermal power units to ready for dispatching requirements by the National Load Dispatch Center, particularly Vinh Tan 2, Duyen Hai 1, 3 Thermal Power Plants.

With the aim of supplying adequate electricity to satisfy socio – economic development requirements and residential uses of the people as well as the National High School Graduation Examination 2017, at the same time securing electricity supply to the third session of the 14th National Assembly, EVN requests Power Corporations / Companies to allocate sufficient manpower and equipments, enhance staff on duty 24/24h to promptly cope with local overload situations, quickly remedy failures and keep on striving for securing electricity delivery to customers. However, to lessen difficulties in electricity delivery, relieve pressures on power system operation, mitigate local overload threats of the power grid, especially when temperature goes up over 360C, Power Companies are not allowed to cut off power supply for doing maintenance works. Vietnam Electricity recommends that electric power consumers should use electricity in an economical and efficient manner by applying various measures including: switching off unused electrical appliances, setting air conditioners at temperatures from 26 degree C and above, switching off street lights or public lighting systems as soon as there is enough natural daylight, etc.

In performing investment and construction activities, in June 2017, EVN plans to complete coal combustion for the boiler of power unit No.2 – Vinh Tan 4 Thermal Power Plant, energize unit power No.4 of Trung Son Hydropower Plant, perform coal combustion for power unit No.1 of Thai Binh Thermal Power Plant; put into operation Hiep Hoa - Long Bien 500 / 220 kV  section of Hiep Hoa - Dong Anh - Bac Ninh 2 500 / 220 kV transmission line and Dong Anh, Long Bien, Bac Ninh 3 500 - 220kV Substations; energize projects in Hanoi (including branch to Son Tay 220 kV Substation, Phu Nghia 110 kV Substation, Thuong Dinh 110 kV Substation Extenstion), etc.
