Operational situation in August 2021 and objectives and tasks in September 2021

In August 2021, the Electricity of Vietnam (EVN) has well performed the dual task of ensuring the prevention of the highly complicated COVID-19 pandemic and ensuring the power supply to serve the socio-economy of the country and people's daily life, especially EVN has ensured to strengthen the power supply for hospitals, medical facilities and concentrated isolation areas to serve the prevention of COVID-19 pandemic.

 

Power production of the whole system in August 2021 reached 21.58 billion kWh (average of about 696 million kWh/day), decreasing by 0.3% compared to the same period in 2020. As accumulated in 8 months, the figure reached 173.22 billion kWh, increasing by 5.4% over the same period. In which, the mobilizing rate of some main sources is as follows:

+ Hydropower reached 46.50 billion kWh, accounting for 26.8% of the total power output of the whole system.

+ Coal thermal power reached 85.23 billion kWh, accounting for 49.2% of the total power production of the whole system.

+ Gas turbines reached 19.79 billion kWh, accounting for 11.4% of the total power production of the whole system.

+ Renewable energy reached 20.31 billion kWh (solar power alone is 19.07 billion kWh) accounting for 11.7% of the total power production of the whole system.

+ Mobilized oil thermal power is insignificant, reaching 02 million kWh.

+ Imported electricity reached 878 million kWh, accounting for 0.5% of the total power production of the whole system.

In the first eight months of 2021, the power produced by EVN and Power Generation Corporations (including joint-stock companies) reached 85.77 billion kWh, accounting for nearly 50% of the power production of the whole system. In which, the total output of power plants owned by EVN with 100% capital (excluding EVNGENCO3 and joint-stock companies) reached 50.94 billion kWh, accounting for 29.41%.

The commercial power output of EVN in August 2021 is estimated at 19.2 billion kWh, decreasing by 2.7% compared to that of August 2020. Accumulated capacity for 8 months of 2021 reached 151.49 billion kWh, increasing by 6.4% over the same period in 2020.

Power transmission output in August 2021 reached 16.90 billion kWh, the transmission trend is mainly in the North - Central and Central - South directions. As accumulated for 8 months of 2021, transmission power output reached 137.72 billion kWh, increasing by 0.4% over the same period last year.

About business and customer service:

- By the end of August 2021, the rate of customers paying electricity bills without cash reached 74.76%; the rate of electricity bill payment without cash reached the whole EVN reached 91.68%.

- In the spirit of actively joining hands with the whole country to prevent the pandemic and contribute to handling difficulties for people and electricity users, Vietnam Electricity has reported to the Prime Minister and the Ministry of Industry and Trade for continuing to reduce electricity prices and reduce electricity bills in phase 5. The supporting period for electricity bill reduction is 03 months from September to the end of November 2021’s. Preliminarily, the total amount of electricity price reduction and electricity bill reduction of phase 5 is about VND 650 billion.

For the COVID-19 outbreak from the end of April 2021 until now alone, EVN and its member units have contributed about VND 500 billion, of which EVN has donated VND 400 billion to the COVID-19 Vaccine Fund.

Regarding construction investment, the construction progress of both power source and grid works has been affected by the COVID-19 pandemic. In the first 8 months of 2021, EVN and its units have started 79 power grid projects; completed energizing 77 110-500kV grid projects, of which the 110kV Tra Cu substation and the 110kV Tra Cu - Duyen Tra transmission line were energized.

Regarding environmental protection, in 8 months of 2021, the volume of ash and slag generated by thermal power plants of EVN is about 4.8 million tons; consumption volume reached 4.6 million tons (consumption rate reached 95%). Currently, 100% of plants and thermal power companies of EVN have developed and implemented the project of consuming ash, slag, and gypsum; at the same time, carried out registration of standard conformity, regulation conformity, certificate of ash and slag being eligible to be reused for specific purposes such as a cement additive, concrete, leveling material, roadbed, etc.

Some work tasks in September 2021

In September 2021, the average power consumption of the whole system is expected at 689.9 million kWh/day, the largest load capacity is estimated at 37,012MW.

The target of power system operation target in September 2021:

- Continue to perform well the dual task of ensuring the prevention of the COVID-19 pandemic, while ensuring the power production and supply to serve the country's socio-economic development and people's daily life, at the healthcare facilities, andCOVID-19 concentrated isolation areas.

- Exploit hydropower appropriately according to the hydrological situation of each reservoir, on a daily basis, to ensure the target of water storage and to well prepare for power supply in the dry season in 2022.

- Regarding coal thermal power, the mobilization is adjusted according to the strategy of hydropower mobilization. In the first half of September 2021, the coal-fired power will still be mobilized at a low level to exploit hydropower and will increase the exploitation of thermal power to store water for hydroelectricity by the end of the year.

- Perform safe and reliable operation of the transmission grid, especially the North-South 500kV system.

Regarding construction investment, Focus on speeding up key transmission projects: Lao Cai - Vinh Yen 500kV transmission line, Lao Cai 500kV substation, Van Phong 1 BOT thermal power connection project cluster, 500kV transmission line, circuit 3, etc.; Striving to commence projects: Quang Trach I Thermal Power Plant in the third quarter of 2021, O Mon IV Thermal Power Plant in the fourth quarter of 2021, Phuoc Thai 2 & 3 Solar Power Plants in the quarter IV/2021, etc. Deploying getting comments on draft Power Master Plan VIII formulated by the Ministry of Industry and Trade.

In addition, in September 2021, EVN continues to direct the Corporations/Power companies to fully prepare human resources and means to strengthen the 24/7 response; proactively prepare to respond to natural disasters, stormy and flood seasons; ensure the safety of people, equipment, electrical works and ensure the safety of dams, hydropower plants, and downstream areas of reservoirs, etc
