Performance outcome in September 2018 and the first nine months of 2018; objectives and tasks in the fourth quarter of 2018

In the first 9 months of 2018, Vietnam Electricity (EVN) has secured sufficient electricity supply to serve the socio-economic development of the whole country and people's life, especially during holiday seasons: e.g. New Year Festival, spring festivals, the 5th session of the 14th National Assembly, the national high school graduation exam, the National Day, the World Economic Forum on ASEAN 2018 (WEF ASEAN), etc.

Power production operation and business activities have been performed in conformity with gas, coal supply situations, weather and hydrological conditions as well as power loads every week, every month.

From the system operation perspective, in September 2018, the inflow of water into hydropower reservoirs was better than expected, hydropower plants therefore were exploited higher, coal and gas fired power plants were exploited lower than planned.

The total generated and imported electricity output of the whole system in September 2018 reached 18.4 billion kWh (or 614.8 million kWh per day on average); the aggregating output in the first 9 months of 2018 reached 163.5 billion kWh, an increase of 10.54% over the same period in 2017. In the first 9 months of 2018, the highest daily output went up to 711.3 million kWh and the peak capacity was 34,154MW (on June 22, 2018). The transmission flow was mainly from the North to the Central and the South. In the first 9 months of 2018, the power transmission volume was estimated at 137.6 billion kWh (increasing by 10.6% over the same period of 2017); the power transmission volume to the South was about 15.7 billion kWh (equivalent to 21% of the power demand of the South), the highest transmission capacity from the North to the Central was 2,400MW and from the Central to the South was 4,500MW. The accumulated power sales of EVN in the first 9 months was estimated at 143 billion kWh, growing by 10.13% over the same period last year, of which the domestic power sales rose by 10.21%.

Electricity supply reliability indicators continue to improve over the same period in 2017. For the first 9 months of 2018, the aggregate system average interruption duration index (SAIDI) of the whole EVN was 543.28 minutes (a decrease of 23.62% compared to the same period of 2017), the momentary average interruption frequency index (MAIFI) was 1.21 times per customer, the system average interruption frequency index (SAIFI) was 4.36 times per customer. The total loss rate of EVN in the first 9 months of 2018 was 7.17%, 0.03% lower than the target of 2018 (7.2%).

In business and customer service activities, Power Corporations provided electricity services through Public Administrative Centers or on online Public Services Portals in 57/63 provinces/cities. Power Corporations well performed their customer service activities, in which the processing time for granting access to medium voltage grids of the power sector in the first 8 months of 2018 was 4.39 days, or 2.61 days lower than EVN’s regulations.

Regarding construction investment activities, during the first 9 months of 2018, EVN made great efforts in managing and directing the implementation of power projects on track, ensuring budget allocation and capital disbursement on time for projects. The realized value reached VND 76,239 billion and the disbursement value reached VND 65,015 billion.

With regard to power generation projects: the total capacity of power generation facilities to be put into operation all over the country in the first 9 months of 2018 was 2,500MW. In particular, EVN put into operation 2 power units (2 x 600MW) of Vinh Tan 4 Thermal Power Plant project and 2 power units (2 x 300MW) of Thai Binh Thermal Power Plant project. Thus, by the end of September 2018, the total installed capacity of the power system was about 47,900MW, of which EVN's power plants was 28,100MW (accounting for 58.7%). Up to now, EVN has signed 35 power purchase agreements (PPAs) with solar power IPPs with a total capacity of 2,271MW, of which Phong Dien Solar Power Project (in Phong Dien district, Thua Thien Hue province) with a capacity of 35MW would be the first solar power plant to be synchronized with the power grid and put into operation in early October 2018.

With regard to power grid projects: In the first 9 months of 2018, EVN and its subsidiaries completed the construction of 121 power grid projects at 110 – 500kV (including 4 500kV, 20 220kV and 97 110kV projects), commencing construction of 102 power grid projects at 110 - 500kV (including 5 500kV, 11 220kV and 86 110kV projects).

The corporate rearrangement, restructuring, equitization and divestment has achieved certain positive outcomes such as the full withdrawal of EVN's capital at Thu Duc Electrical Mechanical Joint Stock; organization of the first General Meeting of Shareholders to establish EVNGENCO 3 Joint Stock Company.

Some key objectives and tasks of EVN in the fourth quarter of 2018

With the goal of achieving and exceeding targets of the 2018 plan, including ensuring sufficient electricity supply for the socio - economic development of the country and people's life, contributing to the economic growth of 6.7% of the country according to Resolution No. 01/NQ-CP dated January 01, 2018 of the Government, EVN sets some targets for the fourth quarter as follows:

- To secure electricity supply for important political and social events, typically the 6th session of the 11th National Assembly.

- Generated and imported electricity output will reach 53.7 billion kWh; of which power sales (including sales to Laos and Cambodia) reached 49.7 billion kWh.

- To operate safely and reliably the power system and the electricity market, to closely follow load situations, weather and hydrological conditions and be ready to respond to adverse situations; to optimally dispatch power plants in the system.

- To timely meet demand for new power supply, to develop customers to raise revenue and efficiently exploit power infrastructure systems. To promote the execution of measures to reduce getting electricity time, contributing to enhancing the national competitiveness which strives to rank at least 60th out of 190 countries and economies.

- Regarding investment in and construction of power plant projects: to complete acceptance process and issue PAC for the remaining power unit (TM1) of Vinh Tan 4 Thermal Power Plant project and to focus resources on dredging to ensure that ships of 70,000 tons can land by the end of 2018; to prepare for starting the construction of Phuoc Thai 1 Solar Power Project; to accelerate the improvement and upgrading of environmental treatment systems in existing thermal power plants in operation and to keep on implementing long - term ash consumption solutions at Vinh Tan and Duyen Hai Power Complexes, etc.

- Regarding investment in and construction of power grid projects: (1) to ensure completion schedules of major projects in 2018 such as the 500kV transmission line from Vinh Tan Power Complex to Song May; key power supply projects in the South (Ben Cat 220kV substation, upgrading capacity of Nhon Trach city and Tan Thanh 220kV substations; Binh Long - Tay Ninh, Long Phu - Soc Trang, O Mon - Soc Trang (circuit 2), Phu Lam - Cai Lay 2 220kV transmission lines); projects securing power supply for Hanoi city (Viet Tri 500kV substation, increasing transmission capacity of Ha Dong - Phu Ly 220kV transmission line, installing second transformers (250MVA) at Dong Anh 500kV substation, West Hanoi, Hiep Hoa 220kV substations, 220kV branch after West Hanoi and Pho Noi substations); South Sai Gon - District 8 220kV transmission line (Ho Chi Minh City); (2) to commence construction of 500kV – circuit 3 transmission line projects,   Nho Quan - Phu Ly - Thuong Tin 500/220kV transmission line, rehabilitating Hoa Binh - Ha Dong 220kV transmission line, Kien Binh - Phu Quoc 220kV transmission line, etc.

- Equitization and divestment: to finalize the equitization of Power Generation Corporation No. 3 (EVNGENCO 3) and hand over capital and assets to the Joint Stock Corporation; to continue carrying out the equitization of EVNGENCO 1 and EVNGENCO 2 Power Generation Corporations; to conclude the divestment from EVN Finance Company (EVNFinance) and execute divestment in other companies such as: Dong Anh Electrical Equipment Manufacturing JSC, Thuan Binh Wind Power JSC, Power Engineering Consulting JSCs No. 3 and 4 after the Ministry of Industry and Trade approves divestment plans.
