The Prime Minister directly inspected and urged the implementation of many power source and grid projects. However, there is still a potential risk of a power shortage in 2024. Electricity demand during the dry season (May to July) is forecast to grow very high (up to 13%, much higher than the plan at about 9.6%), the North alone is expected to increase by a record 17% over the same period in 2023.
To promptly meet electricity needs in the coming time and ensure no shortage of electricity in any case, the Prime Minister requested:
The Minister of Industry and Trade drastically directs the implementation of the Government's Resolutions, directives, telegrams, and directive documents of the Prime Minister and the Plan for power supply and operation of the national power system in 2024 as approved; strengthening state management, promoting inspection and supervision of management and operation of the national power system safely, scientifically and effectively, and power plants operating safely, effectively and minimizing incidents, ensuring sufficient power supply in 2024 and following years.
Urgently completing and submitting to competent authorities for promulgation before April 30, 2024, mechanisms and policies including: Mechanisms and policies on direct electricity trading between power generating units and large electricity users; Mechanism on encouraging the development of rooftop solar power installed in people's homes, offices, self-produced and self-consumed industrial parks; Mechanisms and policies on developing gas power, offshore and onshore wind power.
Focusing on directing the selection of investors, promptly deploying power source projects in the Master Plan and Power Plan VIII, ensuring timely addition of new power sources to meet the needs of annual load growth; In which, it is important to urgently report to competent authorities for consideration and strict handling following the provisions of law for Cong Thanh and Nam Dinh 1 coal-fired power plants before July 1, 2024 to ensure the target of Power Plan VIII and power supply for the North; urgently coordinating closely with the Commission for Management of State Capital at Enterprises to direct EVN to speed up the implementation of 500 kV line projects, circuit 3, from Quang Trach to Pho Noi, to put into use before June 30, 2024, power transmission projects from Laos to promptly ensure power supply to the North.
Directing the synchronous implementation of electricity saving solutions in Directive No. 20/CT-TTg dated June 8, 2023, of the Prime Minister on enhancing electricity saving in the period 2023 - 2025 and following years; guiding and encouraging creativity in implementing electricity saving work to achieve the highest efficiency.
The Minister of Agriculture and Rural Development prioritizes reserve water resources to generate electricity during peak periods; strengthen inspection, and supervision, and guide localities to promptly implement procedures related to conversion of forest land use purposes and use of temporary forests to speed up the implementation of power source and grid projects.
The Minister of Natural Resources and Environment presides over and coordinates with relevant ministries, agencies, and localities to strengthen guidance and inspection of the implementation of land targets of provinces having land allocated and use purpose converted for development of power sources and transmission.
Chairman of the Committee for Management of State Capital at Enterprises directs and supervises EVN, enhances effective coordination, and organizes the good implementation of power purchase contracts
Chairman and President and CEO of Vietnam Electricity shall focus on promptly and drastically deploying power source and grid projects assigned as investors to ensure progress, quality, efficiency, and environmental protection; In particular, highly focused and fastest implementation of 500kV line projects, circuit 3, from Quang Trach to Pho Noi, promptly have solutions to focus on producing steel columns before April 30, 2024 to complete the construction. The posts shall be erected before May 31, 2024, and the pulling of the cables shall be performed and put it into use before June 30, 2024, striving to complete transmission projects serving electricity import from Laos in May 2024 such as Dak Ooc shearing Station, Nam Sum - Nong Cong 200kV line project, etc.
Direct power plants under the Group's management to well perform the preparation for production, ensuring they can mobilize maximum power generation capacity in the peak months of 2024; Absolutely do not allow shortages of fuel (coal, gas, oil) for thermal power plants and water shortages in hydroelectric reservoirs according to procedures as approved by competent authorities. Proactively and more promptly buy and sell electricity, especially renewable energy, according to market rules and the spirit of harmonious benefits, shared risks, and not to waste social resources.
Chairmen of the People's Committees of provinces and centrally-run cities urgently and effectively deploy the Plan for implementing Electricity Plan VIII; Urgently select investors to quickly deploy power source and grid projects included in the Planning and Plans in the locality; Promptly implement the large-scale power projects in the Northern region such as Nghi Son - Thanh Hoa LNG and Quynh Lap - Nghe An LNG plants; strive to start construction in the second quarter of 2025 and complete energization in 2027 of the plants: Quang Ninh LNG, Thai Binh LNG.
Direct local authorities to closely coordinate and support EVN, PVN, TKV and investors of power projects in implementing investment and construction of works, power projects, and related procedures to forests and rice lands according to authority, especially key and urgent projects such as the 500kV line project, circuit 3, from Quang Trach to Pho Noi, which needs to hand over all the intersections before April 30, 2024, Transmission projects serving electricity import from Laos.
Synchronously direct effective electricity-saving solutions in the area, especially applying optimal solutions, applying automatic technology, using solar energy, replacing electricity-saving lamps, etc., in public lighting, advertising, and outdoor decoration; directing local agencies to coordinate closely with ministries, branches, EVN, and investors of hydropower plants to develop the most optimal water use plans, while giving maximum priority to reserve water sources for power generation during peak times.
