Solar power “racing” to get incentives

Currently, many solar power projects have been in a race to complete power energization and commercial operation by 30th June 2019, in order to get entitled to preferential price mechanism.

Representative of Central Hydropower Joint Stock Company said that the company shall urgently complete our projects by 30th June 2019 to get entitled to the price mechanism of 9.35 US cents/kWh in accordance with Decision No. 11/2017/QD-TTg issued by the Prime Minister in April 2017. Sometimes, the Company had to mobilize more unskilled workers in the locality for this purpose, raising the number of workers at its construction site to over 800 people.

Thanks to that, on 20th April 2019, Cu Jut Solar Power Plant (Cu Jut District, Dak Nong Province), directly under the Central Hydropower Joint Stock Company, was officially put into commercial power generation. Its commercial operation time was 2 months ahead of the expected schedule. The Project was implemented from June 2017, with a total investment of VND 1,367 billion with a capacity of 50MW, an average power output of nearly 95 million kWh/year, estimated revenue reaching VND 200 billion. At the early of March 2019, in Buon Don district (Dak Lak province), the cluster of Sre-poc 1 and Quang Minh Solar Power Plants was the first project in the Central Highlands to be energized to the national power grid. The project has a capacity of 100MW, constructed on an area of 120ha with a total investment of nearly VND 2,300 billion.

In accordance with the new draft, after 30th June 2019, the price for solar power may be reduced to only 6.67 US cents/KWh (for model of on-ground solar power project). Thus, many projects are racing against time to be possibly energized before that date. Among them, the project of Solar and wind power complex of Trung Nam Group in Thuan Bac district (Ninh Thuan province) is expected to be inaugurated and put into official operation from 27th April 2019. This group has planned to complete and inaugurate another project in Tra Vinh at the end of June 2019 although it was  commenced just in early 2019.

“We are now accelerating our progress to complete the project by 30th June 2019, otherwise we can’t be entitled to the preferential price mechanism, which means losing more than 30% of revenue in case of calculating under the new drafted price schedule,” explained representative of Trung Nam Group.

Under the same context of racing, there is also a solar power project at Dau Tieng hydropower reservoir (Tay Ninh province), which is said, by the Investor, to be the largest solar power project in Asia. The project is constructed on the semi-submerged area of Dau Tieng reservoir, with a capacity of 420MW, estimated power output of up to 1.56 billion kWh/year.
