It is forecasted that in the next 5 years, power demand will still grow at about 8.5%/year. However, according to the assessment results by the MOIT and the Electricity of Vietnam (EVN) on the power supply plan for the period of 2020-2025, ensuring power supply in this period will face many difficulties, especially in the event of extreme weather events. The national capacity reserve rate by 2025, excluding renewable energy, is only about at 18%.
Noticeably, in the period of 2023-2025, the North has almost no spare capacity and has to receive support from the Central during the peak dry season or in case of repair and maintenance of power plants.
Therefore, in order to deal with the challenge of power supply security and energy security in general, it is necessary to implement the development of synchronous mechanisms and policies and sanctions that are strong and feasible so as to encourage investment and use of energy-saving technologies and equipment.

Over the years, Vietnam has issued many related policies, as well as launched specific activities to promote economical and efficient use of energy in the whole society. In particular, the National Program on Economical and Efficient Use of Energy for the period of 2019-2030 (VNEEP3 Program) aims to save up 5-7% of the total national energy consumption in the period up to 2025, and 8-10% in the whole period from 2019 to 2030, equivalent to about 60 million tons of oil equivalent (TOE).
In order to effectively implement the VNEEP3 Program, the MOIT has coordinated with ministries and local agencies to develop a plan to implement the Program for the period of 2021-2025.
The 63 provinces and cities across the country have been developing detailed action plans, in which many localities have issued plans to implement the program in their localities.
At the conference, the MOIT presented the plan to implement activities under the VNEEP3 Program as well as the review and amendment of the Law on Economical and Efficient Use of Energy.
The conference also spent a lot of time for representatives of Electricity of Vietnam, a number of local departments and agencies and businesses to present, exchange and share experiences related to the implementation of the Law, implementing the VNEEP Program, promoting the network of energy-saving activities, and developing human resources.
