At the meeting, AFD's representative presented the draft memorandum of understanding (MOU) expected to be signed between EVN and AFD as a basis for the parties to deploy technical assistance within the framework of the ETEF program (technical cooperation program within the framework of the energy transition program between the European donor group and EVN).
According to Mr. Hugo Pierrel, Deputy National Director of AFD Vietnam, this memorandum of understanding is also the basis for preparing and arranging loans without government guarantees for EVN's energy transition projects (immediately, two projects: Bac Ai Pumped Storage Hydropower Plant, Expansion Tri An Hydropower Plant).

EVN also suggested that AFD consider, amend, and supplement several provisions related to the implementation scope framework, transfer agreement, and information security agreement in the draft MOU, thereby reaching a consensus between both parties to sign.
The French Development Agency (AFD) represents European Union (EU) donors to manage financial support worth approximately EUR 16.5 million to carry out technical assistance with the purpose is to preparing and implementing important investment projects of EVN, and at the same time improving EVN's capacity in the process of implementing the energy transition strategy.
