According to Deputy Minister of Industry and Trade Dang Hoang An, the national energy master plan is one of 39 national sectoral master plans and one of the 27 essential infrastructure master plans of the country. The development of National Energy Master Plan has been prepared for a long time, in which, the selected consultant is a consortium of the Institute of Energy (under the Ministry of Industry and Trade) and Vietnam Petroleum Institute (under Vietnam National Oil and Gas Group).
The first seminar on the national energy master plan for the period 2021 - 2030, with a vision to 2050
The master plan is expectedly composed of 4 parts and 13 chapters. Up to now, the first 5 chapters - the prerequisite contents - have been completed in accordance with the approved outline. These chapters focus on assessing the current status and implementation situation of energy sub-sectors in the past period, the forecasting situation of energy development according to scenarios; the current status of energy use and energy saving (energy conservation) in Vietnam as well as potential, exploitation capacity, supply capacity, production development orientation of energy sub-sectors, etc.
Deputy Minister Dang Hoang An emphasized that only an appropriate assessment of the current situation can result in formulation of a decent master plan and development orientation. It is necessary to properly forecast the development situation in general, especially the socio - economic development of Vietnam in the coming years, so as to accurately evaluate energy needs as well as to draw out a reasonable energy master plan.
According to Mr. Tran Manh Hung - Head of Economy and Forecast Department (Institute of Energy), the scope of National Energy Master Plan covers the entire system of national energy infrastructure, with consideration of energy export and import with other countries. In which, energy demand is calculated and forecasted for all energy consuming sectors of the economy, including: industry, agriculture, commerce, civil and transportation. Infrastructure master plan options for 4 main sub-sectors including coal, oil and gas, electricity and renewable energy have been formulated.
The Ministry of Industry and Trade will submit to the Government the National Power Development Master Plan No. 8 by the end of September 2020. The National Energy Master Plan and Master Plan No. 8 have been carried out at the same time, therefore there should be a coordination in terms of information, as well as solutions, policies and mechanisms in the development process.
According to the plan, after the first seminar, there will be two more seminars (the second and the third) to be held in September and October 2020 respectively to acquire advices, comments and suggestions from authorities, experts and researchers before the study is consolidated and completed to submit to the State management agency in the energy field, i.e. the Ministry of Industry and Trade (scheduled in October 2020).
