Conference on developing electronic meters with remote reading function for the period 2021 - 2025

The Conference was held by the Steering Committee for Smart Grid Development in Vietnam on August 28, 2020, under the chairmanship of Mr. Hoang Quoc Vuong - Deputy Minister of Industry and Trade.

On the side of EVN, Mr. Vo Quang Lam – Vice President; leaders of professional departments and member organizations attended the Conference.

Modernize metering system

Deputy Minister Hoang Quoc Vuong stated that in accordance with the roadmap for developing smart grids in Vietnam, in addition to programs on modernizing transmission grid, distribution grid infrastructure and system operation data acquisition system, the Program on Power Metering Infrastructure Modernization is a very important integral part. In which, the program on developing electronic meters with remote reading function, automatically transmitting metering data to data processing center, is of special significance.

Thanks to the remote meter reading system, power corporations can improve their labor productivity, minimize errors due to subjective reasons, improve business efficiency and metering data management. Customers can monitor their daily, even hourly, electricity consumption, as electronic meters will record data every 30 minutes and automatically update to a public database. Thereby, it contributes to improving transparency in power business and retail activities, minimizing questions about electricity consumption.

Deputy Minister of Industry and Trade Hoang Quoc Vuong chaired the Conference

Reporting at the Conference, the representative of EVN's Business Department said that in 2015, the Group had developed a project on developing electronic meters and remote metering data acquisition system. By the end of 2017, EVN had installed remote meter reading systems for 100% of the boundary metering points. Rates of remote meter reading of boundary meters among member units under the Power Corporations have reached 100%. By the end of 2019, the whole Group had 28.07 million meters being installed for customers; including 14.52 million electronic meters (accounting for 51.7%) and 13.55 million mechanical meters (accounting for 48.3%).

Mr. Nguyen Anh Tuan - Director of the Electricity Regulatory Authority of Vietnam said that from 0:00 on September 1, 2020, Vietnam's electricity market will officially switch to a 30-minute transaction and payment cycle. All reporting templates will switch to a 30-minute report template. This is a great step forward for the Vietnamese electricity market as well as its operation. This achievement is attributed to an important contribution from the modernization of electronic metering system and remote data transmission system of EVN.

Reaching the target of 100% electronic meters by 2025

Mr. Vo Quang Lam - EVN's Vice President suggested that it is necessary to have a unified and standard data transmission protocol in place, so that meters of different manufacturers can be installed in the same substation.

At this Conference, Deputy Minister Hoang Quoc Vuong asked EVN to develop a specific plan for developing electronic meters, suitable for each power corporation / company with the aim to achieve the target that by 2025 the rate of electronic meters will reach 100%.

Deputy Minister Hoang Quoc Vuong also affirmed that electronic meter development will be one of the key concerns of the Steering Committee for Smart Grid Development in the coming time.
