At the meeting, the two parties exchanged views on long-term cooperation orientations in the development of electricity infrastructure, renewable energy, and greenhouse gas emissions reduction, in line with Vietnam’s national commitment to achieve net-zero emissions by 2050.
The UK PACT representatives introduced several initial technical cooperation proposals, focusing on research and development of modern transmission infrastructure and the formulation of emission-reduction strategies in the power generation sector. These initiatives are expected to support EVN in shaping effective investment models and solutions for the energy transition
Ms. Anna Gibson affirmed the UK Government’s readiness to support Vietnam through UK PACT in terms of policy development, capacity building, and international knowledge transfer, thereby promoting the modernization of the electricity sector and enhancing the integration of renewable energy into the national grid.
She also emphasized Vietnam’s role in the Just Energy Transition Partnership (JETP) and reaffirmed the UK’s commitment to partnering with EVN on research, training, and policy advisory programs aimed at building a modern, flexible, and environmentally friendly power system.

In his remarks, EVN Vice President Nguyen Tai Anh expressed appreciation for the UK Government and the UK PACT program’s support for Vietnam’s energy transition. He noted that one of EVN’s key strategic priorities is to develop transmission infrastructure and adopt modern technologies to serve the transition process.
EVN proposed that cooperation activities should focus on policy framework research, investment models, and human resource development. This approach aims to ensure alignment with the long-term planning of the power sector and to strengthen EVN’s management and operational capacity during the system transition phase.
Both sides agreed to maintain dialogue and close coordination to finalize the scope of cooperation, develop the Terms of Reference (ToR), and design a feasible implementation plan in the future.
UK PACT (Partnering for Accelerated Climate Transitions) is a UK Government-funded international cooperation program under the International Climate Finance (ICF) initiative. It is jointly administered by the Foreign, Commonwealth and Development Office (FCDO) and the Department for Energy Security and Net Zero (DESNZ).
The program supports partner countries in accelerating their transition toward low-carbon growth by strengthening institutional capacity, improving policy frameworks, and facilitating access to climate finance. UK PACT projects focus on key areas such as renewable energy, sustainable transport, green finance, low-carbon urban planning, and carbon management.
