Directive No. 10/CT-TTg dated March 30, 2026, on strengthening implementation of electricity saving and development of rooftop solar power

Prime Minister Pham Minh Chinh has signed and promulgated Directive No. 10/CT-TTg dated March 30, 2026, on strengthening the implementation of electricity saving and the development of rooftop solar power.

The Directive clearly states: Ensuring a safe, stable, and continuous electricity supply for production, business activities, and people’s daily life is a key and urgent task of decisive importance to economic growth and national energy security.

The year 2026 marks the first year of implementing the 5-year socio-economic development plan for 2026–2030, with a target of achieving double-digit growth. This places high demands on ensuring a stable electricity supply, particularly in developing baseload power sources and domestic clean energy. Meanwhile, the international energy market continues to undergo complex developments, with numerous potential risks that directly impact national energy security. Without timely, synchronized, decisive, and effective solutions, the risk of imbalance between electricity supply and demand may occur, especially during the period 2026–2028.

Therefore, the synchronized and decisive implementation of solutions for demand-side management and economical, efficient electricity use nationwide is of particular importance, contributing to reducing peak load, improving the operational efficiency of the power system, and reducing pressure on investment in new power sources. At the same time, the development of self-produced, self-consumed rooftop solar power combined with appropriate energy storage systems will supplement on-site power sources, enhance system flexibility, and contribute to ensuring national energy security. These solutions must be implemented decisively from 2026, with clear responsibilities assigned to each ministry, sector, locality, and enterprise.

To proactively implement electricity demand management solutions in 2026, the Prime Minister directs ministries, sectors, provincial/municipal People’s Committees, state-owned groups and corporations, organizations, and individuals to urgently and effectively carry out the following tasks and solutions:

1. Objectives for electricity demand management, energy saving, and development of self-produced, self-consumed rooftop solar power:

(1) Strive to save at least 3.0% of total national electricity consumption in 2026; during peak hot months (April, May, June, and July), achieve at least 10% electricity savings.

(2) Implement synchronously demand-side management, demand response (DSM/DR), and load shifting programs; and strive to reduce at least 3,000MW of load capacity during peak hours of the power system when there is a risk of supply–demand imbalance.

(3) Promote the development of self-produced, self-consumed rooftop solar power, prioritizing installation at public offices, production, business and service establishments, and households; encourage installation combined with battery energy storage systems (BESS) to reduce peak load and increase on-site energy self-sufficiency.

(4) Strive for approximately 10% of public offices and 10% of households nationwide each year to install and use self-produced, self-consumed rooftop solar power (RSP); or aim for total installed capacity to reach 20% of the planned RSP capacity under the RSP development plans for the 2026–2030 period of provinces/cities. Localities shall proactively develop and implement rooftop solar development plans suitable to actual conditions.

(5) Maximize the mobilization of on-site power sources and backup power sources of agencies, enterprises, and production/business establishments when the power system faces a risk of capacity shortage; increase the use of on-site energy to reduce pressure on supply from the national grid.

(6) Vietnam Electricity (EVN) shall reduce power losses across the entire power system to below 6%.
