EVN Vice President Pham Hong Phuong receives delegation from China Power Engineering Consulting Group (CPECC)

On September 11 in Hanoi, Mr. Pham Hong Phuong - Vice President of Vietnam Electricity (EVN) - received and held a working session with a delegation from the China Power Engineering Consulting Group (CPECC) to discuss several areas of cooperation outlined in the Memorandum of Understanding (MoU) signed between the two parties.

The CPECC delegation was led by Mr. Vuong Hoan (Wang Huang) - Assistant General Manager, and Mr. Thach Loi (Shi Lei) - Director of Business Development and Vice President in charge of overseas investment.

At the meeting, Mr. Vuong Hoan briefed EVN’s leadership on the implementation progress of the cooperation commitments in the MoU. CPECC affirmed that it had proactively allocated resources, established a dedicated team, maintained close engagement with relevant EVN units, and organized various technical exchange activities in Vietnam. These efforts demonstrate CPECC’s goodwill and determination to partner with EVN in advancing clean and sustainable energy development in Vietnam.

CPECC representatives reiterated that EVN is regarded as a strategic and central partner for effectively identifying and executing cooperative opportunities in the Vietnamese market.

On EVN’s side, Vice President Pham Hong Phuong provided an overview of the current energy development landscape in Vietnam. He emphasized that electricity demand is expected to maintain high growth to support the country’s socio-economic development goals. The Party and Government of Vietnam have issued several key policy frameworks — including the adjusted Power Development Plan VIII (PDP8) and Resolution No. 70 of the Politburo — to create a favorable legal and investment environment that encourages the growth of clean energy and the development of synchronized power infrastructure.

EVN is currently focusing on implementing a range of major projects, particularly in power transmission, renewable energy development, and energy storage research.

The EVN executive also stressed that, as the core enterprise of Vietnam’s power sector, EVN looks forward to continued coordination and partnership with CPECC. He proposed that CPECC maintain regular information exchange regarding the implementation of the MoU signed in April 2025, so that both sides can closely monitor and promptly advance the next steps in their cooperation.
