
Closing workshop on technical assistance for HSE held at EVN Headquarters.
The event was held at EVN’s headquarters and gathered distinguished guests including Mr. Herve Conan – Country Director of AFD in Vietnam; Ms. Kristina Buende – Head of Cooperation at the Delegation of the European Union to Vietnam; and representatives from the consulting consortium comprising Tractebel, Shem, and Bureau Veritas.
Representing EVN were Vice President Pham Hong Phuong, along with senior experts from the corporation’s functional departments, project management boards No. 1, 2, and 3, and Ialy Hydropower Company. The event was also connected online to members of the program's technical consulting team.
The program also featured online engagement with the consulting entities supporting the HSE initiative.
In the face of growing energy demand and an urgent call for sustainable development, the operation and maintenance of hydropower plants must go beyond economic efficiency to also ensure workplace safety, environmental protection, and the well-being of workers. With a clear understanding of these imperatives, EVN has persistently pursued improvements in management practices, the application of modern technologies, and the enhancement of operational competencies across its hydropower facilities.

The technical assistance (TA) program, funded by the EU, managed by AFD, and implemented by the Tractebel–Shem–Bureau Veritas consortium, has made significant contributions to EVN’s capacity-building efforts. Specifically, it has helped strengthen HSE management systems and improve O&M processes at hydropower plants.
During the workshop, participants reviewed and assessed key outcomes of the program, particularly those achieved at Ialy Hydropower Plant and its expansion project.
According to EVN Vice President Pham Hong Phuong, with the robust support of AFD, the consulting team successfully assisted in developing and refining a comprehensive HSE management framework aligned with international standards ISO 14001 and ISO 45001, tailored to Vietnam’s specific operational context. The program also delivered advanced training sessions for EVN engineers and staff; introduced innovative technologies for plant monitoring, maintenance, and operational efficiency; and promoted risk mitigation, reliability enhancement, and the extension of plant lifespans. Moreover, the initiative facilitated the exchange of international experience in plant management, equipment repair and maintenance, and dam safety assurance, fostering global cooperation and enabling EVN to benefit from European expertise.

EVN’s leadership emphasized that the program's results have not only improved the operational performance of hydropower plants but also affirmed the Group’s commitment to sustainable energy development, minimizing environmental impact, and safeguarding the health and safety of both communities and employees.
EVN has since disseminated the HSE procedure framework developed for the Ialy Hydropower Expansion Project to its various project management boards, while the procedures adopted at the Ialy Hydropower Plant are now available as reference models for other facilities. Furthermore, the Group continues to enhance staff capacity, especially in applying digital technologies and artificial intelligence in O&M, and is actively expanding international cooperation to initiate new projects aligned with its vision of green and sustainable energy development.
Ms. Kristina Buende also expressed her satisfaction with the program’s achievements and affirmed the EU’s support for ongoing efforts in this domain.
The EU and AFD reaffirmed their desire to continue supporting EVN in future projects focusing on HSE and O&M, with the goal of further strengthening the Group’s overall management capabilities.
