As investment demand for the expansion of the power transmission system continues to grow, EVNNPT is proactively diversifying its funding sources. In addition to domestic commercial credit, the corporation is actively working with development banks and international financial institutions, including ADB, to secure ODA financing for strategic transmission projects.

As part of the due diligence process, an ADB mission conducted site visits to project locations from July 13 to 17, 2026. The delegation also met with relevant agencies and stakeholders to assess the projects' consistency with local development plans. Furthermore, the mission reviewed environmental and social issues, land use, forestry, biodiversity, and stakeholder consultation activities in accordance with ADB's Safeguard Policy.

During the mission, the ADB delegation held working sessions with the People's Committees of Son La, Gia Lai, and Dak Lak provinces, as well as relevant departments, agencies, and local authorities in project areas, to discuss and review issues related to the due diligence process and the completion of project documentation.

At the wrap-up meeting, ADB representatives commended EVNNPT for its thorough preparations in organizing working sessions with local authorities and providing effective support for the mission at project sites.

According to ADB, the proposed ODA-funded transmission projects play a vital role in strengthening transmission capacity in the Northwest region, enhancing power transmission along the South Central Coast–Central Highlands transmission corridor, and expanding transmission interfaces between the North Central and Northern regions as well as between the Central Highlands and the South.

The implementation of these projects will also facilitate the efficient integration of renewable energy resources in Central Vietnam, improve electricity supply to major load centers in the North and South, strengthen grid interconnection, enhance the safety, stability, and reliability of the national power system, and reduce transmission losses.

Speaking at the meeting, EVNNPT Deputy General Director Nguyen Ngoc Tan emphasized that ADB's ODA financing is of great significance to EVNNPT, particularly as investment demand for the transmission grid during the 2026–2030 period continues to rise while access to domestic commercial credit remains challenging. He noted that ADB's partnership would help ease financing constraints, enabling transmission projects to be implemented on schedule, supporting the implementation of the revised Power Development Plan VIII (PDP VIII), and contributing to national energy security.

EVNNPT reaffirmed its commitment to implementing ADB-financed projects in accordance with the agreed schedule. The two parties are expected to sign a memorandum of understanding (MoU) summarizing the outcomes of the mission and the agreements reached, providing the basis for continued cooperation in finalizing the documentation required for financing arrangements.

EVNNPT and ADB also reaffirmed their commitment to maintaining close cooperation throughout the due diligence process, financing arrangements, and project preparation, with the shared goal of expediting the construction of key power transmission projects.
