The project is undertaken to ensure the safe and stable operation of the regional power system, in accordance with the National Power Development Plan and the power development plan of Huế City. It also contributes to evacuating about 384MW of capacity from 11 hydropower plants and solar energy sources in the area into the 220kV grid through the Phong Điền 220kV Substation.

According to the design, the project will install an additional 220kV, 250MVA transformer, increasing the total substation capacity to 375MVA. On the 220kV side, a new main feeder bay will be constructed for transformer AT2, and a bypass bay will be added, completing the 2-busbar scheme with a bypass busbar. On the 110kV side, a new main feeder bay will be constructed for transformer AT2.

The project is invested in by the National Power Transmission Corporation (EVNNPT), managed and operated by PTC2. Power Construction Consulting Joint Stock Company 4 is the design unit; Power Repair and Testing Team 2 is responsible for the transformer installation; and Hue Power Transmission is the unit responsible for operational supervision.
