Attending the meeting were Deputy Prime Minister Bui Thanh Son, Deputy Head of the Steering Committee; leaders of ministries, sectors, and localities; and members of the Steering Committee.
The Ninh Thuan Nuclear Power Project was approved for investment by the 12th National Assembly in 2009. However, in 2016, the 14th National Assembly issued a resolution to suspend the project. Facing the requirements of a new stage of development, by the end of 2024, the Party Central Committee and the National Assembly reviewed and agreed on the policy to restart the Ninh Thuan Nuclear Power Project (now under Khanh Hoa Province). Immediately afterward, the Prime Minister issued decisions to establish and consolidate the Steering Committee for the construction of nuclear power plants.

According to reports and opinions presented at the meeting, following the conclusions from the second session of the Steering Committee, relevant ministries, agencies, and project investors have actively and proactively carried out their assigned tasks. The agencies have also engaged in active discussions and negotiations with foreign partners.
After submitting to the National Assembly for the adoption of Resolution No. 189 dated February 19, 2025, on several special mechanisms and policies for investing in and constructing the Ninh Thuận Nuclear Power Project, the Government issued a plan to implement the Resolution.
The Prime Minister assigned Vietnam Electricity (EVN) as the investor for Nuclear Power Plant Project No. 1, and the Vietnam National Oil and Gas Group (Petrovietnam) as the investor for Nuclear Power Plant Project No. 2. The People’s Committee of Ninh Thuan Province (now Khanh Hoa Province) is responsible for implementing the subproject on resettlement and site clearance. The nuclear power plant projects have been incorporated into Power Development Plan VIII.
The Ministry of Science and Technology has completed the draft Atomic Energy Law for the Government to submit to the National Assembly for issuance. They are currently developing related decrees and circulars for implementation. The Ministry of Education and Training has submitted to the Prime Minister a proposal for the approval of the plan on training and developing human resources for nuclear power development until 2035.
The Ministry of Finance is drafting a Government Resolution to separate the resettlement and site clearance components of the nuclear power plant projects into an independent project.

In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged that out of 18 assigned tasks, 9 have been completed, including several key ones such as issuing the Government’s Action Plan to implement National Assembly Resolution No. 189, adjusting Power Development Plan VIII, submitting the Atomic Energy Law to the National Assembly, and allocating VND 3,236 billion to Khánh Hòa Province for the resettlement project.

The Prime Minister assigned a number of key and specific tasks to ministries, sectors, and localities, including proposing additional funding for site clearance in line with the requirements and standards of the International Atomic Energy Agency (IAEA); improving the legal framework and establishing special mechanisms for project implementation; and advising on the drafting of National Assembly and Standing Committee Resolutions to address existing legal obstacles.
He also instructed relevant agencies to accelerate negotiations and finalize agreements with partners based on the principles of harmonized benefits and shared risks, while streamlining administrative procedures, developing appropriate standards and regulations, and ensuring full compliance with the IAEA’s safety standards and security guidelines, as well as international conventions related to the nuclear sector.

The Prime Minister directed Vietnam Electricity (EVN) to promptly prepare the pre-feasibility study for the project within October; relevant agencies must complete negotiations on the cooperation agreement for the construction of Nuclear Power Plant No. 1 and finalize the legal framework by November 2025.
The Ministry of Education and Training is to work closely with EVN and Petrovietnam to clearly identify the quantity, qualifications, and specializations required for human resources serving the nuclear power plants; based on this, organize training programs and attract domestic and international experts to participate.
