76 plants join competitive power generation market

​​​​​​​This was the number as of end of June 2017 announced by the Ministry of Industry and Trade.

Participating in the power market allows  plants to actively bid to improve production efficiency

After 5 years of operating power generation market (from July 2012 to July 2017), the number of plants participating in the market has increased by 2.45 times compared to that of the beginning.

Accordingly, the power generation market has achieved positive results including: Safe and continuous operation of the market; Safe and reliable operation of the power system, providing sufficient electricity for socio-economical development.

The annual/monthly/weekly plan for power market operation was fully disclosed to the participants in order to increase transparency and fairness in mobilizing power sources.

According to the Ministry of Industry and Trade, power generation units have become aware of the importance of being more active in the operation, shortening the time needed for maintenance and repairs, reducing operation costs, being proactive in price offering to improve the production efficiency of the units, improving the overall efficiency of the whole system.

Mr. Dinh The Phuc - Deputy Director of Electricity Regulatory Authority (Ministry of Industry and Trade) said that with the total installed capacity of 76 participating plants of 20,728MW, reaching 49% of the whole system, this result was still limited. In addition, the information technology infrastructure, SCADA / EMS system still had certain constraints, affecting forecasting, planning, regulating and monitoring the power market.

In the coming time, the Electricity Regulatory Authority will verify the new power generation units if they have fulfilled the conditions for entering the power market. Besides, EVN needs to complete the second phase of information technology infrastructure project and apply the functions of the new SCADA / EMS system to serve the operation of the power system and the power market.

The inadequacies in the procedures of inter-reservoirs operation will be reviewed and evaluated by the power generation units and the relevant agencies, then to report to the Ministry of Natural Resources and Environment for relevant modifications.
