Operation performance in the first 6 months of 2017 and objectives and tasks for the last 6 months of 2017

In the first 6 months of 2017, Vietnam Electricity (EVN) provided sufficient supply of electricity to serve the socio-economic development of the whole country and people's activities in localities, fulfilled power supply in the dry season in 2017, especially overcome the difficulties in ensuring the power supply in the record hit heat over the North and Central in early June 2017.

EVN and its subsidiaries have coordinated with the Ministry of Agriculture and Rural Development, the General Department of Irrigation and local authorities to regulate the hydropower reservoirs to meet the water demand for production and daily life. Carry out 3 rounds of water discharge for winter-spring crop production in 2017 in midland and delta areas.

Total production and import of electricity in the first half of this year reached 94.9 billion kWh, an increase of 7.23% over the same period of 2016, the highest output reached 628.4 million kWh and capacity largest 30.206MW (2/6/2017). The transmission trend is mainly from the North to the Central and the South. Accumulated by 6 months, the transmission capacity is estimated at 79.95 billion kWh (4.7% increase compared to the same period of 2016), the highest transmission capacity on the 500kV transmission line Central - South is 3,600MW. Total electricity production of EVN in the first six months was estimated at 82.9 billion kWh, up 8.47% over the same period last year, of which domestic commercial electricity output increased by 8.78%.

In the first months of 2017, EVN has made efforts to improve the quality of customer service, improve access to electricity. With the issuance of the Regulation on the provision of electricity services, from May 15, 2017, the procedures of the electricity sector on the provision of new electricity to customers have been simplified to the maximum and publicized to customers. For medium voltage power supply, the time for solving electricity procedures is shortened to 7 days (a reduction of 3 days compared to the regulations of the Ministry of Industry and Trade) and the procedure of electricity reduction is reduced to 2 procedures (reduced 1 procedure). EVN has also signed a cooperation agreement with Vietnam Chamber of Commerce and Industry (VCCI) to evaluate the quality of EVN's electricity supply services.

The reliability indicators of power supply in the first 6 months of 2017 of the units continued to be significantly improved over the same period in 2016. For EVN, in the first 6 months of 2017, SAIDI was 428 minutes (47% decrease compared to the same period of 2016), the frequency of MAIFI was 0.4 times per customer (down 40.2%), SAIFI is 3.01 times per customer (down 47.6%). EVN power loss in the first 6 months is 7.25%, 0.22% lower than the plan of 2017 (7.47%). This is a great effort of the units in the technical management and operation when significantly reducing the time of power cut for construction, reducing the number and time of incidents while the grid scale keeps increasing.

Regarding construction investment, in the first 6 months of 2017, EVN has made great efforts in executing and directing the construction works according to the plan, ensuring the timely arrangement and disbursement of investment capital for the value of the project being estimated at VND 53,672 billion and the disbursed value of VND 42,945 billion. Construction of most key projects followed the schedule.

On the power source: Completed the power generation of the Trung Son Hydropower Plant (4x65MW), Duyen Hai 3 Thermal Power Plant (2x622.5MW) to increase the electricity supply to the South. Unit 1 of Thai Binh Thermo-power Plant and Unit 2 of Vinh Tan 4 Thermal Power Plant is preparing for the first synchronization to the grid by coal.

About the power grid: EVN and the units completed 85 power grid projects 110 - 500kV (including 5  500kV projects, 8 220kV projects and 72 110kV projects), commenced the construction of 64 110 - 500kV projects (including 3 500kV projects, 6 220kV projects and 55 110kV projects). To ensure power supply to Ha Noi and surrounding areas, units have put into operation Hiep Hoa - Dong Anh 500 / 220kV line, Dong Anh 500 / 220kV substations, Bac Ninh 3, 2 - 250 MVA in Thuong Tin; Completion of the 110kV transmission lines Thuong Tin - Thanh Oai, Van Tri - Quang Minh circuit 2, renovation of 110kV line Ha Dong - Thuong Dinh, Cham - Phuc Tho, 110kV Tu Liem substation. Power supply projects for the 25 th APEC Asia Pacific Economic Cooperation (APEC 2017) Summit will be held on time, with a total of 220kV, 7 projects completed. / 8 power grid 110kV and 2/9 medium voltage grid works, the remaining works will be completed in the third quarter of 2017.

Some key objectives of EVN in the last 6 months of 2017

With the aim to achieve and exceed the targets set for the 2017 plan, which will ensure the electricity supply for the country's socio-economic development and people's life with demand increasing by 11.5% or higher Under the direction of the Prime Minister, EVN set some targets for the 6-month plan as follows:

- Electricity production and outsourcing reached 102.1 billion kWh; Of which, commercial output (including sales to Laos and Cambodia) reached 92.1 billion kWh;

- Safe operation, stabilization of electricity and electricity markets, adherence to the load situation, weather and hydrology, and readiness to respond to adverse situations.

- Speeding up the implementation of measures to reduce access time to electricity, contributing to national competitiveness, reducing the time of implementation of electricity formalities to less than 7 days.

- To thoroughly implement thrift and anti-wasteful solutions in work activities and at the same time ensure the achievement of the target of profitable electricity production in 2017.

- Investment in power generation: To put into operation 5 power units (1,075 MW) of 4 projects, including Song Bung 2 Hydropower (2x50 MW), Thac Mo Hydropower Plant (1x75 MW) Unit 2 of Vinh Tan 4 (600 MW); Unit 2 Thai Binh Thermo Power (300 MW).

- Regarding investment in building power grids: To complete the projects in service of supplying electricity to the South: Installing 220 kV substations in District 8, Tay Ninh, Uyen Hung, Duc Hoa, Tra Vinh and 220 power lines. kV Tan Uyen - Thuan An, Binh Long - Tay Ninh ... Speeding up the construction of power projects for Hanoi, including 500/220 kV Dong Anh - Bac Ninh 2 line, installation of the 220 kV Dong Anh substation, Bac Ninh 2; 220 kV lines of Hoa Binh - West Hanoi, West Hanoi branch; 110 kV line after the 220 kV Long Bien substation, West Hanoi and Son Tay.

- Speeding up the implementation and disbursement of rural power projects funded by the state budget in the 2017 plan. Receiving power supply in Truong Sa and Con Co island districts.

- Focusing on the implementation of the tasks stipulated in the Prime Minister's Decision No. 852 / QD-TTg dated June 14, 2012 approving the master plan on reorganization and restructuring of enterprises under the Vietnam Electricity Group - period 2017-2020.
