90 power plants have participated in the competitive generation electricity market

According to Mr. Nguyen Duc Cuong - Director of the National Load Dispatch Center (A0), so far 90 power plants with a total installed capacity of 23,054MW, accounting for 53% of the total installed capacity of the power system, have participated in the competitive generation electricity market.

In 2018, the competitive generation market was operated by the National Load Dispatch Center, securing a fairness and transparency for all market participants. A0 has actively been involved in preparation for the competitive wholesale electricity market, via: making comments on related circulars, procedures, processes; preparing human resource, information technology infrastructure and relevant applications.

In 2019, the electricity market will be transformed from the competitive generation market to the competitive wholesale market. In accordance with Circular No. 45/2018/TT-BCT issued by the Ministry of Industry and Trade regarding regulations on operation of the competitive wholesale electricity market, participants in the electricity market will be expanded to electricity purchasers.

In addition, there will be many upgrades of the spot market operated by A0 to shorten dispatching cycle, transaction cycle to 30 minutes instead of one hour as currently; the consideration and establishment of dispatching schedules should take into account ancillary  services as well as many other payment related changes.

In order to secure the efficiency in operation of the electricity market in 2019, A0 will calculate and allocate electricity generation output for power corporations, simulate the wholesale electricity market according to regulations in order to ensure a fairness and transparency for all the participants; analyze and plan the electricity market operation, formulate dispatching schedules for the next day, the next hour, with the aim of optimizing the cost of electricity purchase; establish operation and dispatching plans in a minimum time frame of 30 minutes to alleviate deviations between operation plans of power plants and actual dispatching orders .

A0 will improve the quality of short-term and long-term load forecasting; put into operation systems to forecast the availability of renewable energy sources, systems to monitor power quality, to monitor the dispatchability of every renewable energy source based on the load capacity of regional grids.

In 2019, A0 will coordinate with relevant organizations to intensify their human resource training for market participants

In addition, A0 will analyze and regulate hydropower reservoirs, evaluate and decide proper water levels, meeting constraints on water supply requirements for residential use and agricultural production. A0 will as well optimally exploit reservoirs, calculate appropriate capacity demand for ancillary services, and allocate required capacity for units in accordance with regulations while optimizing cost of purchasing ancillary services.

A0 will take lead and coordinate with related parties in implementing training, capacity building programs for their personnel on the operation of power system and competitive wholesale electricity market; implementing EVN's training project on the wholesale electricity market for employees of EVN, A0 and related units.
