EVN has to concentrate all resources on securing sufficient electricity supply

It was one of the instructions delivered by Deputy Prime Minister Trinh Dinh Dung for Vietnam Electricity at the Conference on summarizing EVN’s operations in 2018 and preparing for tasks in 2019, which was held on January 3, 2019.

2018: EVN accomplished many important targets

In 2018, EVN, as a leading player in the energy industry, exceeded the electricity generation and supply plan assigned by the Government, ensuring electricity for socio - economic development and people's life.

Typically, the total electricity output generated and purchased by EVN in 2018 reached 212.9 billion kWh, exceeding the plan by 2.4 billion kWh, an increase of 10.36% compared to 2017. The operation of power system and electricity market closely followed the load demand, power plants were exploited optimally. The competitive generation market operated strictly in compliance with regulations. The preparation works for competitive wholesale electricity market were carried out in accordance with directions of the Ministry of Industry and Trade.

Vietnam's Getting Electricity Indicator moved upwards 37 levels to the 27th position in 190 countries and the economy in the world, realizing the target of being listed in ASEAN 4 group two years ahead of the schedule requested by the Government. EVN's customer service reached level 4 in terms of the national online one-stop service. Especially, in the end of 2018, 100% of communes and over 99% of rural households had access to the national grid.

Deputy Prime Minister Trinh Dinh Dung acknowledged, highly appreciated and praised leaders and employees of EVN for their solidarity and efforts in overcoming difficulties, fulfilling their assignments and making an important contribution, together with the whole country, to the successful realization of socio - economic development objectives in 2018.

Challenges ahead ...

According to Deputy Prime Minister Trinh Dinh Dung, the power sector in general and EVN in particular are facing many big challenges in 2019 and the coming years, when electricity demand for production activities and people's life is growing rapidly, beyond the supply capacity.

Hydropower sources have been almost fully exploited. The search for alternative power sources faces many difficulties because Vietnam has decided to halt the nuclear power project, many thermal power projects have been delayed, renewable energy sources are currently unable to develop on a large scale due to high costs, the transmission system has not met the requirements. Financial arrangement from foreign loans for power plant projects also has been hindered due to sovereign guarantee related obstacles.

Emphasized that the year 2019 would be a vital year to fulfill the goals and plans set for the 2016 - 2020 period, Deputy Prime Minister Trinh Dinh Dung requested that "EVN must be determined to speed up its investments in power generation and transmission grid development, securing no shortage of electricity in any situations”.

Accordingly, Deputy Prime Minister Trinh Dinh Dung asked EVN to take  initiative in making recommendations to the Ministry of Industry and Trade and the Government for revising and updating the Power Development Plan No. 7; developing the National Power Development Plan for the period until 2030, with vision to 2050.

In addition, EVN will have to calculate the electricity supply - demand balance for each period; redefine the generation mix, the required transmission systems for each period, each area and each region; identify priority power sources for exploitation; safely operate the power system; reduce power losses effectively; promote communication activities on energy saving, and continue to improve customer service quality, etc.

Improving the efficiency of power system and electricity market operation

This theme has been selected and planned by EVN for the year 2019 with the goal of ensuring safe, uninterrupted, stable and good quality power supply to meet socio - economic development needs of the country; optimally operating power generation and power grid facilities, the electricity market, doing production and business activities profitably.

The main solutions introduced by EVN, to achieve this goal, include: Developing a monthly power supply plan to operate the power system safely and reliably, efficiently exploiting power plants; taking initiative in the supply and import of coal for power generation; coordinating with PetroVietnam/PVGas in securing gas supply and seeking new gas supplies for gas fired power plants, etc.

In construction and investment activities, EVN will perform investment projects, both power generation and grid projects, particularly projects to secure power supply for the South, with satisfactory quality and on schedule.

In addition, EVN will enhance the application of scientific and technological advances in all areas; continue its corporate restructuring, reorganization and renovation, improve the production organization apparatus in accordance with the Government’s power sector restructuring orientation; keep on the improvement of customer service quality with the motto of "Customer is the center".

Some major targets for 2019 of EVN:

- Generated and purchased electricity output: 232.5 billion kWh, an increase of 9.2% compared to 2018

- Power supply reliability: Reducing SAIDI to 400 minutes, reaching the target one year ahead of the 5 year roadmap

- Power loss rate: 6.7%, down 0.2% compared to 2018 and striving to reduce to 6.5%

- Electricity Getting Indicator: Ranking 24th among 190 countries, economies in the world and maintaining a position in ASEAN 4.

- Customer satisfaction level: from 8.0 points or higher

- Labor productivity: increasing by over 10%

- Preserving and developing capital, striving for profitable business outcome
