All 5 hydropower projects (Ban Chat, Huoi Quang, Lai Chau, Son La, and Hoa Binh) on the Da River hydropower cascade are being operated according to the inter-reservoir operation procedure in the Red River basin, issued according to Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister.

Vice President of EVN Ngo Son Hai reported that the Group has always seriously complied and implemented the Government's regulations in Decree No. 114/2018/ND-CP on the safe management of dams and water reservoirs.

Because the current situation of power supply is increasingly difficult and complicated, especially in the Northern region, to ensure sufficient power supply for the country, EVN proposes that the Council have opinions with ministries, branches, and agencies, based on meteorological and hydrological forecasts, carry out reasonable and flexible management of water reservoirs in the Red River basin (including reservoirs on the Da River hydropower cascade), ensuring harmony between the two goals. storing water for electricity generation during peak periods and preventing and fighting floods in accordance with the Prime Minister's direction in Notice No. 244/TBB-VPCP dated May 25, 2024, and document No. 3857/VPCP-NN dated May 4/ 06/2024 of the Government Office on inter-reservoir operations in the Red River basin.
At the meeting, representatives of the Institute of Geophysics reported on the results of earthquake monitoring related to hydroelectric projects on the Da River basin from April 2023 to April 2024; Representatives of the National Center for Hydrometeorological Forecasting also informed about rainfall, hydrological situation, and so on.
Concluding the meeting, Minister Huynh Thanh Dat, Chairman of the Council commented: Vietnam Electricity, Hydropower Companies: Hoa Binh, Son La, Lai Chau, and Huoi Quang - Ban Chat have well completed their tasks of management, operation of the work, and regulation of the reservoir in 2023 and early 2024.
Through the results of monitoring and measuring parameters, and assessing the working status of the work until May 2024, the Standing Body of the Council approved the report results of Vietnam Electricity and hydroelectric companies, evaluating that the works are working safely and stably. The companies have carried out overall inspection and safety assessment of dams and reservoirs; repaired and consolidated construction items and equipment; and taken proactive measures to prevent, control, and promptly handle damages to ensure the safety of dams and reservoirs. The work is eligible to participate in flood control and water accumulation in 2024.
The Council's standing agency requests that Vietnam Electricity and hydropower companies continue to carry out the following tasks: Carry out equipment maintenance, evaluate sedimentation at the work; Apply science and technology to support the operation and safety assessment of projects... In particular, soon put the Construction Safety Control Center on the Da River hydropower cascade officially into operation. EVN continues to implement digital transformation and digital reporting in the annual safety assessment of dams, reservoirs, and so on.
The Council also agreed on a number of recommendations to ministries and branches and requested leaders of the People's Committees of Hoa Binh, Son La, Dien Bien, and Lai Chau provinces to continue paying attention to and direct the management of water resource protection corridors in the locality, not affecting the technical characteristics of the reservoir or obstructing the inflow to the reservoir; propagate people, in daily life and production activities, to avoid increasing sedimentation and suspended substances affecting the water quality of reservoirs.
