EVN promotes online bidding: An improvement of efficiency and transparency

With more than 4,500 packages being bid online, Vietnam Electricity (EVN) is honored by the Public Procurement Agency (Ministry of Planning and Investment - MPI) as the leading entity in the country.

2009 was the first year MPI performed online bidding. EVN was one of the first three entities involved, with a modest number of just over ten bid packages. Since then, EVN's packages being bid online have grown exponentially. In particular, in recent years, this number has reached thousands of packages per year. Notably, not only increasing in quantity, values of packages being bid online has constantly increased. There are packages of more than VND 194 billion being bid online by EVN.

A representative of EVN’s Procurement Management Department said that the online bidding has enabled EVN to improve the efficiency of bidding, create a healthy, fair, transparent, effective competitive environment, save time and lessen administrative procedures, etc. Bidders can easily buy bidding documents, which mitigates interactions between the bid inviter and bidders in the bidding process. Especially, online bidding also helps EVN save 13% of expenses incurred by bidding activities.

According to the representative of EVN’s Procurement Management Department, during the past time, one of the difficulties confronted by EVN when conducting online bidding is the inherent reluctance of learning new things of its subsidiaries. EVN has taken step by step to overcome this shortcoming. To begin with, Hanoi Power Corporation was assigned to pilot the new online bidding approach. Other subsidiaries were requested to sign up accounts in the public procurement system, upload bidding information online instead of sending paper copies. Since then, these subsidiaries have been gradually accustomed to processing online, progressively changing their conventional working approach.

When subsidiaries were familiarized with online bidding, EVN requested that all subsidiaries were obliged to conduct online bidding with a minimum limit for each area, which is judged through an evaluation system of annual salary and the head of the subsidiary. From a mandatory request, after a period of implementation, in recognition of practical benefits gained from online bidding, many subsidiaries have actively conducted online bidding and achieved good and effective outcomes such as Ho Chi Minh City Power Corporation, National Power Transmission Corporation, etc.

EVN’s top management has always closely followed and given effective instructions to motivate subsidiaries to enhance their investment in information technology infrastructure for online bidding; regularly disseminating MPI's Circulars on Procurement; spreading knowledge for all subsidiaries, etc.
