EVNHCMC promotes science and technology application in natural disaster prevention

In Ho Chi Minh City, in the past, when there were storms or floods, the power companies had to send people directly to the site for inspecting and directly performing the power switching-on/switching-off. Currently, with only 4 people at the Remote Control Center, Ho Chi Minh City Power Corporation (EVNHCMC) has effectively operated the power network of the whole city in the storms and rains.

Grid automation

Mr. Luan Quoc Hung - Head of EVNHCMC Technical Department said that Ho Chi Minh City is the cultural, economic and political center of the country, ensuring the safe, continuous and stable power supply is very important, especially in the rainy and stormy season. However, the situation of natural disasters, floods, storm, tide surges, etc.,  has become increasingly complicated and unpredictable, greatly affecting the efficiency of power supply.

Therefore, in recent years, the prevention of natural disasters and search and rescue (PNDSR) have always been particularly interested in by the corporation. EVNHCMC has established Steering Committees for PNDSR, from corporations down to subordinate units. Every year, the commanding committees at all levels must develop disaster prevention plans, organize training drills, improving the capacity to respond quickly to all unexpected situations, such as rains, storms, floods, etc., tide surges, fire, explosion, etc.

In addition, the corporation and its subordinate units have well cooperated with functional agencies such as the Ho Chi Minh City Steering Committees for PNDSR, Police of Fire Prevention and Fighting, Green Tree Company, etc., to promptly and properly solve all situations. .

However, according to Mr. Hung, the application of science and technology in the management and operation of the grid system will bring the most practical efficiency in responding to natural disasters. Currently, EVNHCMC has effectively operated 100% of 110kV substations under the unmanned mode; 100% of medium voltage grid is remotely monitored and controlled (mini Scada). Especially, in 2017, the Corporation has built and put into operation the Remote Control Center. This is an smart control center, with the function of remotely monitoring and controlling all elements on the city's power grid. Here, the on-site engineers can monitor and control the stations and electrical equipment on the grid in real time.

With the Remote Control Center being put into operation and installed with automatic equipment, remotely monitored on the grid, in the rainy season, when any unusual incident occurs, the operating engineers will operate remotely, isolate and localize incidents, ensure to minimize the extent of power failure.

Electrical safety assurance

With the application of science and technology, EVNHCMC not only ensures safe and reliable power supply during the rainy season but also fulfills the criteria for reliability of power supply 2 years ahead of the schedule. Specifically, in the first 9 months of the year, the System Average Interruption Duration Index (SAIDI)of EVNHCM was 42.79 minutes, equal to 65.54% compared to the same period in 2018, etc.

In the coming time, EVNHCMC will continue to study and coordinate with related units to fix cameras at places vulnerable to bad floods. Then, from the Remote Control Center, it is possible to detect flooded, unsafe areas and perform remote switching on/off. Besides, the Corporation will continue to install more smart devices; IT-intensive applications, especially the achievements of Industrial Revolution 4.0, etc., maximally provide support for grid operators.
