EVNNLDC has operated the national power system safely, stably and effectively

This was a confirmation made by Mr. Duong Quang Thanh, Chairman of EVN’s Member Board, at the Conference on Reviewing performance in 2019 and Implementing tasks for 2020, organized by National Load Dispatch Centre (EVNNLDC) on 7 January 2020 in Hanoi.

According to Mr. Duong Quang Thanh, Chairman of EVN’s Member Board, the most important achievement made by EVNNLDC in 2019 was that the Centre established its procedures and has operated the national power system safely and stably, thereby, ensured economic efficiency, prevented subjective failures and made great contribution to supplying adequate energy for the socio-economic development and people’s daily activities.

In 2019, EVNNLDC directed energization and put into operation about 5,958MW of new power generation, increasing the total installed capacity of the national power system to 55,476MW, including two coal-fired power units (1,300MW), six hydropower units (108.8MW), two wind power plants (70.4MW) and 90 solar power plants (4,479.5MW).

"During the past seven years, EVNNLDC has operated the competitive power generation market to ensure fairness and transparency for all market participants, contributing actively to preparation process for competitive wholesale electricity market,” confirmed Mr. Duong Quang Thanh.

EVNNLDC mastered the SCADA/EMS systems, the IT infrastructure system for serving the electricity market, communication system and dispatch operator system; ensures the SCADA/EMS system, IT infrastructure for electricity market to be always prepared for connecting new plants and substations. Besides, the connections between Vietnam’s power system with other countries in the region such as China, Cambodia, Laos, etc., were implemented properly by EVNNLDC, ensuring safe and stable operation.

According to a report of EVNNLDC, in 2019, the targets assigned by EVN, of frequency deviation, voltage deviation and load forecast error index were within the allowable limits. Specifically, EVNNLDC had safely, quickly and accurately performed 22,298 operation records on the 500/220/110 kV power grids, including 415 records of energizing and inspection.

The power quality in 2019 was assessed good: Frequency deviation index (FDI) was 0.043 %, lower than that given in the annual plan (0.3%); Voltage deviation index (VDI) of 500kV power grid was 0.075%, lower than that given in the annual plan (10%); VDIs of 220/110kV grid in every region in Vietnam were lower than given in the annual plan.

The operation of competitive power- generation market was conducted in compliance with regulations, contributing to ensuring the optimality for the power production and business plan of EVN. EVNNLDC continued to calculate and publish on the website of electricity market all the payment items in the market to power generators with a total installed capacity of 25,730MW. Total expense on the electricity spot market paid to 98 power plants participating directly to the electricity market in 2019 was VND153.1 trillion.
