Short construction duration
According to the assessment of the National Power Transmission Corporation (EVNNPT), this project is going to have a very short construction period (nearly 18 months) compared to other projects of similar size and nature, meanwhile, the situation ofCOVID-19 pandemic is evolving very complicatedly, which will greatly affect the implementation process.
Particularly, land acquisition and site clearance-related problems, because the provinces are currently focusing on fighting the pandemic, will not be resolved in a short time.
In construction activities, difficulties have been arisen in employing workers due to regulations on pandemic prevention and control. The movement of construction labor forces and vehicles from one province to another is very restricted.
In addition, the supply of materials and equipment for construction has been delayed since many businesses are closed or supply is limited. Along with that, due to the unpredictably spreading pandemic in Europe, Asia, input supplies have become difficult, many bid packages have been delayed in delivery, affecting the scheduled commissioning plan.

Active involvement of ministries, agencies and local authorities are required
In order to complete the project energizing plan according to the schedule committed with the investor of Van Phong BOT Thermal Power Plant (in December 2022), EVNNPT has established a Steering Committee for projects in sync with Van Phong 1 BOT Thermal Power Plant headed by the General Director of EVNNPT. The Director of the Central Power Project Management Board (CPMB) will directly and regularly manage the project at the construction site during the sprint period. CPMB will establish two front-line committees in Khanh Hoa and Ninh Thuan to run the project.
As for the land acquisition and site clearance work, EVNNPT has made the recommendation to the Prime Minister to issue a document directing the local authorities to support EVN, EVNNPT, CPMB and other units involved in the process in order to ensure that the project will be completed and put into operation in 2022.
