Energy security must go together with environmental protection

“Development of power generation projects with the view to energy security must go together with environmental protection and sustainable development of the country”- This is a directive of the Minister of Natural Resource and Environment Tran Hong Ha in his visit to Duyen Hai Thermal Power Complex (Duyen Hai town, Tra Vinh province) to inspect environmental protection activities on April 26, 2017.

Via the inspection, Minister Tran Hong Ha highly appreciated efforts made by Vietnam Electricity, Power Generation Corporation No.1 (the project owner) in applying advanced technologies for constructing Duyen Hai 1 and Duyen Hai 3 Thermal Power Plants.

EVN’s Vice President Nguyen Tai Anh is reporting to the inspection mission of MONRE on Duyen Hai Thermal Power Complex 

Minister Tran Hong Ha views that the environmental monitoring and control of sewage, air, dusts in these two power plants’ areas meet all the specified codes and standards. The two power plants are eligible for and capable of being granted environmental protection certificates by the Ministry of Natural Resource and Environment in the coming time.

The Minister remarks that with such a large ash and cinder amount which will fill up the disposal site in two and a half years, the project owner ought to establish a study to calculate the time for site leveling, in parallel actively seek for partners to consume ash and cinder in order to meet environmental requirements in the north-east wind season. Moreover, Power Generation Corporation No. 1 is required to continue performing their observation of the environment surrounding the plant in the radius of 1 km and make information available to the local authorities and local people in order to gain their highest consensus.

In the meeting, Mr. Nguyen Tien Khoa – Deputy General Director of Power Generation Corporation No. 1 said that: Duyen Hai Thermal Power Complex is composed of four power plants with total capacity of around 4,200 MW, in which two power plants owned by EVN have been completed, namely Duyen Hai 1 and Duyen Hai 3 thermal power plants. These two power plants have been inspected and verified by MONRE on fulfillment of environmental protection works. At present, the project owner has been completing an environmental dossier to submit to MONRE for approval. As for Duyen Hai 3 thermal power plant extension project which is under construction, the project owner always respects and executes environmental protection activities.

Since taking over Duyen Hai 1 Thermal Power Plant to put into commercial operation, Duyen Hai Thermal Power Company has strictly complied with environmental protection regulations, established a system to monitor and control environmental parameters which then will be reported to the local authorities. The daily monitoring and supervision shows that power units of Duyen Hai 1 Thermal Power Plant hardly emit smoke, dust and pollutants into the environment.

At present, Duyen Hai 1 Thermal Power Plant has made online connection for environmental monitoring parameters with the Department of Natural Resource and Environment of Tra Vinh province, in the coming time Duyen Hai 3 and Duyen Hai 3 extension projects will be online connected to make public environmental parameters to the competent authorities.

Mr. Khoa informed that all the coal fired thermal power plants in Duyen Hai Thermal Power Complex use advanced coal burning technologies, are fully equipped with environmental protection equipment, precipitators, desulphurization equipment in order to satisfy environmental protection requirements during their operation. 

Minister Tran Hong Ha affirms that Duyen Hai 1 and Duyen Hai 2 meet environmental protection requirements

In particular, with the aim of creating a consensus as well as better understanding of local residents, Duyen Hai 1 Thermal Power Plant opens to welcome the local authorities and local residents to visit, inspect and supervise the environmental handling activities of the plant. 

Duyen Hai Thermal Power Complex:

- Construction site: Dan Thanh commune, Duyen Hai town, Tra Vinh province

- Total construction area: approximately 878.91 ha.

- Comprising 4 projects:

+ Duyen Hai 1 TPP with capacity of 2 x 622.5 MW, completed and put into commercial operation from January 2016

+ Duyen Hai  3 TPP with capacity of 2 x 622.5 MW, just been put into commercial operation since April 2017;

+ Duyen Hai 3 Extension with capacity of 1 x 688 MW, under construction, scheduled to be completed in 2018;

+ Duyen Hai 2 project invested by Malaysian investor under BOT scheme, with capacity of 1,200 MW, scheduled to be completed in 2021.
