How EVN measures and records electricity indexes?

Currently, EVN is managing about 28.5 million customers' meters nationwide, of which about 54% are electronic meters (distance and direct measuring and reading), the rest are mechanical ones. For each type of meter, EVN has applied a suitable form of measuring and recording the index, with the goal of ensuring data accuracy for calculating electricity bills.

Types of index reading

Mr. Nguyen Quoc Dung - Head of EVN's Business Department, said that with mechanical meters and electronic meters but no remote data reading function, Power units equipped with 100% tablets for employees to perform the index reading (IR). The devices are installed with IR software and at the same time has the function of warning the power consumption difference compared to that if the previous month, allowing the staff to check the meter readings right on site. Some units under EVN such as: Hanoi City Power Corporation, Bac Ninh Power Company, Thai Nguyen Power Company, etc., are also equipped with IR rods with camera to take photos of meters at the time of IR.

For electronic telemetry meters, the readings are automatically updated to the data server. Thanks to the application of modern technology, customers can look up their daily power consumption on the Customer Care website.

Can people interfere with the meter to adjust the readings?

Regarding electric indicators, electricity meters, over the past time, some opinions still wonder about the accuracy and suspect the possibility of interfering with electric meters to adjust the index. In this regard, Mr. Pham Ngoc Tuyen - Director of Huu Hong Industrial Equipment Joint Stock Company said that the meter quality is guaranteed right from the production stage, all are closely and strictly inspected and controlled. When any meter does not meet the standard, the production system warns about it and the product is discarded immediately. When the meter is put into operation on the grid, it is impossible to interfere the data in the meter, as if you want to change the reading, you must cut the lead sealing and remove the meter; meanwhile, it is also very difficult for anyone to interfere with the software.

At the same point of view, the representative of Gelex Electrical Equipment Joint Stock Company also said that interfering with meters is impossible. 100% of meters, before being released, must be stamped, lead-sealing, and designed to avoid human intervention and environmental impact. The software inside the meter is encrypted, making it difficult for other units to interfere with.

According to Mr. Nguyen Hung Diep, Director General of the Metrology Department, Directorate for Standards, Metrology and Quality, the measurement control for electricity meters in Vietnam is quite strict, in line with international practices. Since electric meters are imported into Vietnam or produced domestically, samples shall be approved and initial inspection shall be conducted before being launched on the market. During the using duration, meters will be periodically inspected; In case any meter faces technical error, it shall be repaired and shall be checked after repair. Inspection agencies are located in provinces and cities across the country, serving the needs of the units and regularly checking and inspecting power metering devices. 

As of June 2020: EVN has more than 28.5 million meters to serve customers, including:

- Over 15.4 million electronic meters

- Over 13.09 million mechanical meters (of which 0.65 million meters applying camera-fixed recording technology
