MOIT acknowledges and highly appreciates efforts of EVN and EVNNPT in implementing projects
At the meeting, EVNNPT reported the situation of preparation and implementation of 500kV line projects, circuit 3, up to August 21, 2023.
Specifically, the Nam Dinh I - Pho Noi 500kV thermal Power Plant Project and the Nam Dinh I - Thanh Hoa 500kV thermal Power Plant Project have been submitted by EVNNPT to the Ministry of Planning and Investment (MOPI). The Ministry has made an Official document to consult with ministries and localities to summarize and report to the Prime Minister.
For Quang Trach - Quynh Luu 500kV transmission line and Quynh Luu - Thanh Hoa 500kV transmission line, MOPI submitted reports to the Prime Minister on August 18, 2023, on the results of the appraisal and approval of the project investment policy.
To execute projects on schedule, EVNNPT proposes that the Ministry of Industry and Trade (MOIT) report it to the Prime Minister for approval of projects that are urgent construction works according to the provisions of Point b, Clause 1, Article 130 of the Law on Construction; approving investment policies for projects before approving policies on conversion of forest use purposes (CFUP), allowing the project investors to complete dossiers of CFUP and submit them to the Ministry of Agriculture and Rural Development for appraisal and submission to the Prime Minister for approval.

At the meeting, representatives of the Department of Electricity and Renewable Energy, EVN also reported on the implementation of the 500kV line, circuit 3, projects; difficulties, problems, and solutions; Proposals, and recommendations for projects to be implemented on schedule.
After listening to the opinions of the units, Minister Nguyen Hong Dien acknowledged and highly appreciated the efforts of EVN and EVNNPT together with the coordination and support from specialized units of MOIT in the implementation of projects.
According to Minister Nguyen Hong Dien, the 500kV line, circuit 3, plays a particularly important role in connecting the inter-regional power grid, contributing to ensuring power supply for the North and ensuring energy security. The Minister requested the investor to update and complete the Pre-Feasibility Study Report (PreFS) and gather opinions from the authorities before August 25, 2023, to submit them to the Prime Minister.

The Minister suggested that the Commission for Management of State Capital at Enterprises continue closely coordinating with MOIT and relevant ministries and branches to constantly direct and urge investors to implement the projects, ensuring the assigned quality and schedule; study the proposals of EVN, EVNNPT on a specific mechanism to report them to the Prime Minister for consideration and decision because this is an urgent and especially important project.
The Minister also requested the Electricity and Renewable Energy Department, Office of the National Steering Committee for Electricity Development to closely coordinate with the investor to implement all the related tasks as per assigned functions and tasks, in order to quickly complete project investment procedures.
