Safely, stably and economically operating power system
In 2018, the largest achievement made by A0 was forming a method and safely, stably operating the national power system, ensuring economic efficiency and preventing subjective incidents. Thereby, it plays a crucial role in sufficient power supply for socio-economic development and people’s living activities.

In 2018, there were 9 new plants joining the electricity market with the total capacity of 472MW. A0 implemented calculation and published payments on the market for power generation units with the total installed capacity of 23,015MW, accounting for 51.3% of the total installed capacity of the whole system on the website of electricity market.
“A0 has operated the competitive electricity generation market in ensuring fairness and transparency for all units participating in the electricity market and actively participated in the preparing process for the competitive electricity wholesale market”, affirmed by the Group’s leaders.
A0 has also gradually mastered the SCADA/EMS system, information technology (IT) infrastructure system serving the electricity market, dispatch information system, switchboard; ensured the systems to be always in readiness to connect with new plants and substations.
Additionally, combining the connection of Viet Nam’s power system to that of regional countries such as China, Cambodia, Laos, etc., has been properly implemented by A0 and regional dispatch units, ensuring safe and stable operation.
As reported by A0, in 2018, the targets assigned by the group on frequency deviation; voltage deviation and load prediction error were lower than allowable values. Particularly, A0 has safely, quickly and accurately implemented 19,592 operation sheets on the 500/220/110kV power grid, including 378 sheets for energizing, checking and taking over.
Power quality in 2018 reached good results: Frequency deviation index (FDI) was 0.066%, lower than the yearly plan (0.3%); Voltage deviation index (VDI) of 500kV grid reached 0.075%, lower than that of 2017 (4.62%) and lower than the assigned yearly plan (10%); VDI of 220/110kV grid in all regions is lower than the yearly plan (0.35/0.65), etc.
Implementing the year’s theme of “Improving quality of human resources”, A0 developed and completed the Project draft of transforming the Center into Power System and Electricity Market Operation Limited Company under EVN; completed 7 E-learning lectures; completely updated data and simulated the dispatch system, organized checking and calibrating the accuracy of data system to serve the training for dispatchers, etc.
Focusing on security of power system
According to Chairman of EVN’s Member Council Duong Quang Thanh, in 2019, the operating power system in the absence of back-up power source would be a big challenge for EVN in general and A0 in particular; especially when the Government had instructed EVN not to let the shortage of power occur in any situation.
It is excluded that the input energy for power generation such as coal and gas has exerted many potential challenges; solar energy source is expected to be put into the system quite a lot, mainly concentrating in Ninh Thuan and Binh Thuan provinces, causing difficulties in operating power system as well as releasing capacity of these power sources, etc.

Therefore, Mr. Duong Quang Thanh proposed A0, with the leading role in operating power generation and electricity market, to safely, effectively and transparently operate Viet Nam power system and electricity market.
A0 also should study solutions to ensure security and safety of the power system, security for connection systems of solar energy; regularly monitor, supervise and promptly handle situations to ensure the security for the power system.
