Downstream of Hoa Binh Hydropower Plant
Currently, the water source of reservoirs in the Da river basin is a shortage and the meteorological and hydrological situation is complicated. In order to proactively prevent and combat drought and water shortage, and ensure water supply for daily life, people's production, especially safe water supply for Hanoi capital and ensuring energy security for the rest of the dry season (about 8 months), the Ministry of Natural Resources and Environment said that it is necessary to consider adjusting the operation mode of Hoa Binh reservoir to serve water supply in the winter-spring crop and the remaining months of the dry season.
Therefore, the Ministry of Natural Resources and Environment has unified and adjusted the operation mode of Hoa Binh Hydropower Plant from now to early 2022. In the immediate future, from now to before the start of the first water intake (serving rice cultivation for the winter-spring crop 2021-2022 in the Midlands and Northern Delta region), daily, depending on water conditions, Hoa Binh Hydropower Plant may stop generating electricity during the off-peak cycles of load (from 9 pm the previous day to 6 am the next day), Sundays, Holidays, Tet and operate flexibly with the average daily discharge volume in the range of 450-600m3/s for November; 500-700 m3/s for December 2021 and January 2022 (except for days of increased water discharge).
After the end of the increased intakes, based on the hydro-meteorological situation and the downstream water demand, if the water level of the reservoirs is lower than the minimum requirements of Appendix III of the process, if necessary, propose EVN to develop and propose a plan to adjust the operation mode of reservoirs and submit to the Ministry of Natural Resources and Environment for consideration and adjustment accordingly.
