Operational situation in first 9 months and objectives and tasks for quarter IV of 2024

In the first 9 months of 2024, economic growth continued to restore and maintain positive development momentum in all 3 regions (agricultural production; industrial production; trade - services) leading to high demand for electricity, the power supply situation in the peak months of the dry season in 2024 faced many challenges. In addition, the development of natural disasters and floods also greatly affected the power supply ensuring, especially the impact of storm No. 3 (Yagi) and post-storm flooding in 26 provinces/cities in the Northern region. However, with the strong and regular direction of the Government, the Prime Minister, ministries, branches, and localities, together with the solidarity, efforts, and determination of the leadership and all employees, the task implementation in the first 9 months of 2024 of EVN has achieved many remarkable results.

EVN ensured power supply for the country's socio-economic development with the total electricity production and import output of the whole system in September reaching 24.56 billion kWh; the accumulated production in the first 9 months of 2024 reached 232.6 billion kWh, an increase of 10.9% over the same period in 2023. The output and proportion of mobilized power sources of the whole system in the first 9 months of 2024 are as follows:

+ Hydropower: 65.57 billion kWh, accounting for 28.2%.

+ Coal-fired thermal power: reached 115.27 billion kWh, accounting for 49.6%.

+ Gas turbines: 17.19 billion kWh, accounting for 7.4%.

+ Renewable energy: 30.08 billion kWh, accounting for 12.9% (solar power reached 20.4 billion kWh and wind power reached 8.85 billion kWh).

+ Imported electricity: 4.02 billion kWh, accounting for 1.7%.

The accumulated power transmission output in the first 9 months of 2024 reached 186.2 billion kWh, an increase of 11.5% over the same period in 2023.

The electricity growth rate of some typical components is as follows: industry and construction increased by 11.07%, trade and services increased by 12.73%, agriculture increased by 12.49%, and daily life increased by 11.03%.

In the first 9 months of 2024, there were rains and storms with complicated developments. In particular, storm No. 3 (Yagi) in early September caused severe damage to the power grid and greatly affected the power supply to the Northern provinces, affecting more than 6 million customers. By the end of September 2024, all 500kV and 220kV power grid incidents had been completely restored; medium and low-voltage grid incidents had been basically restored; power had been restored to all industrial zones, clusters, and affected customers. Hydropower plants ensure safe operation. In addition, EVN and its units have donated a total of about VND 15 billion to the provinces/cities affected by storm No. 3 Yagi and post-storm flooding, contributing to the local authorities and people to restore production quickly and stabilize their lives.

Construction investment work: In the first 9 months of the year, the Group and its member units have made efforts to implement the 2024 construction investment plan. In particular, for key power source and grid projects, although there are still many obstacles in procedures, capital arrangement, land allocation, site clearance compensation, forest use purposes conversion, and so on, the construction investment work in the first 9 months of the year has achieved some outstanding results, such as (i) Completion of the 500kV circuit 3 transmission line from Quang Trach to Pho Noi according to the schedule directed by the Prime Minister; (ii) A number of power source projects have achieved and surpassed the schedule such as Expanded Hoa Binh and Ialy Hydropower Plants; (iii) A number of projects to strengthen power supply have been promptly put into operation to ensure power supply during the peak months of the dry season in 2024 as well as prepare for power supply in 2025... In the first 9 months of 2024, EVN and its units have commenced 68 projects and completed energizing and putting into operation 84 power grid projects from 110kV to 500kV.

Regarding some other activities:

- EVN has promptly completed the assigned tasks related to separating the National Load Dispatch Center from EVN to establish the National Power System and Electricity Market Operation Company Limited (NSMO) under the Ministry of Industry and Trade. Currently, EVN's specialized departments and related units continue to actively coordinate and support NSMO to maintain a safe, continuous, stable, and reliable power system operation.

- EVN has officially taken over and operated the Phu My 3 BOT Power Plant and is coordinating with the Ministry of Industry and Trade to implement the transfer and takeover of the Phu My 2.2 BOT Power Plant.

Some tasks of EVN in the fourth quarter of 2024

To ensure power supply in the last 3 months of 2024 as well as in 2025, EVN directs all units to strictly implement the directions of the Government and the Prime Minister on the drastic, synchronous, and effective implementation of solutions to ensure power supply.

- Coordinate with NSMO: Continuously monitor the developments of meteorology, hydrology, fuel situation, generator availability, and load growth closely to promptly update and adjust the operating methods to ensure a safe and reliable operation of the power system; Operate and regulate large hydropower reservoirs in the Northern region according to reservoir/inter-reservoir operation procedures and instructions of the prevention to ensure the safety of dams and downstream areas; at the same time, operate economically as possible and ensure the water storage target by the end of 2024.

- Power generation corporations and units coordinate with the dispatching unit to update the mobilization demand in the last months of the year to adjust the fuel supply plan timely and prepare fuel reserve plans for power production. Strengthen inspection and supervision to ensure the availability and reliability of generators.

- Hydropower plants operate reservoirs safely, optimally exploit water resources, and closely monitor and forecast the hydrological situation to have an early water storage plan in the late flood season, ensuring the water storage target to the normal water level by the end of 2024, serving the power generation demand and ensuring power supply for the dry season of 2025.

- The National Power Transmission Corporation operates the power grid system safely and reliably; prepares sufficient spare materials and equipment, reviews and effectively implements solutions to minimize transmission grid incidents.

- Power corporations/companies prepare power supply scenarios; continue to implement Directive No. 20 on propaganda and implementation of electricity saving.

- Units strictly comply with the Group's direction on natural disaster prevention and control and search and rescue; prepare plans for storm and flood prevention and control, ensure safety of dams and hydropower works, ensure safety for downstream areas. Focus on mobilizing all resources to complete tasks in natural disaster prevention and control and overcoming consequences after storm No. 3 (YAGI) according to the Group's direction.

Regarding power source investment construction: focus on accelerating construction progress, ensuring the goal of completing the generation of 2 units of Ialy Hydropower Plant Expansion and Phuoc Thai 2&3 solar power projects in the fourth quarter of 2024. Strive to commence Tri An Hydropower Plant Expansion and Bac Ai pumped storage hydropower projects by the end of 2024 as planned.

Regarding grid construction investment: Units focus all resources, resolve difficulties, and ensure completion in the fourth quarter of 2024 of important projects: Dak Ooc 220kV switching station and connection line; Nam Sum - Nong Cong 220kV line; Nghi Son Economic Zone 220kV substation and connection; and Monsoon - Thanh My 500kV line. Speed ​​up investment preparation to commence the power supply project from the national grid to Con Dao district by the end of 2024.

For grid projects under construction serving power connection, hydropower source release, and electricity import: Focus on working with localities to resolve difficulties in site clearance compensation, and at the same time urge contractors to speed up progress.

To ensure electricity for economic development and people's lives in all situations, EVN desires to continue to receive the sharing and active cooperation of people and power customers through thoroughly using electricity economically, especially during peak hours at noon (from 11:00 to 15:00) and in the evening (from 19:00 to 23:00). In particular, pay special attention to using air conditioning reasonably, only turning on the air conditioner when necessary, setting the temperature at 26-27oC or higher; at the same time, pay attention not to use many high-capacity electrical devices time during peak hours.
